2026:Vice President, Programming Quality & Technical Support – Global Leadership Opportunity

Feed the Children is seeking an experienced and strategic leader to fill the role of Vice President, Programming Quality and Technical Support. This senior-level position offers a unique opportunity to shape and strengthen global humanitarian programming by ensuring technical excellence, scalability, and measurable impact across multiple country offices.

The role is open to candidates based in the Washington DC metropolitan area, the East Coast of the United States, or internationally, including regions such as Africa, the Philippines, or Central America. With a strong focus on program quality and innovation, this position plays a critical role in advancing the organization’s global mission.

Position Overview and Strategic Role

The Vice President serves as the organization’s senior technical authority, responsible for ensuring that all international programming is evidence-based, technically rigorous, and aligned with global best practices. Reporting directly to the President of International Programming and Operations, the role provides leadership across all technical domains and country offices.

This position is central to strengthening program consistency, minimizing implementation risks, and enhancing competitiveness for major funding opportunities, including those from U.S. Government agencies, multilateral institutions, and private foundations. The role also establishes the organization’s global technical architecture, ensuring that programs deliver sustainable and scalable impact.

Key Responsibilities

The Vice President will oversee several critical functions that support program quality and organizational growth:

Global Programming Quality & Standards

• Establish and enforce global programming standards across all sectors.
• Define minimum technical requirements for program design and implementation.
• Lead program quality reviews and corrective action planning.
• Serve as the final authority for approving program models.
• Identify and mitigate systemic program risks.

Technical Leadership & Country Office Support

• Provide hands-on technical support during program start-up, scale-up, and recovery phases.
• Deploy expertise to high-risk or complex operational environments.
• Support country teams in shifting toward outcome-driven programming.
• Guide program redesign where performance gaps exist.

Program Design, Innovation & Evidence

• Lead the development of evidence-based program models aligned with global standards.
• Promote innovation and adaptive programming approaches.
• Ensure alignment with the United Nations Sustainable Development Goals (SDGs).
• Strengthen program design methodologies across the organization.

Proposal Leadership & Donor Engagement

• Serve as technical lead or reviewer for major funding proposals.
• Ensure proposals meet high standards of quality, feasibility, and competitiveness.
• Support donor engagement processes, including technical presentations and site visits.

MEAL Integration & Adaptive Learning

• Align program design with Monitoring, Evaluation, Accountability, and Learning (MEAL) systems.
• Strengthen indicators, measurement frameworks, and program logic.
• Promote data-driven decision-making and continuous learning.

Capacity Building & Talent Development

• Strengthen technical capacity across regional and country teams.
• Develop tools, guidance, and learning resources.
• Mentor and coach program leaders and technical specialists.
• Support communities of practice and knowledge sharing.

Authority and Decision-Making Power

The Vice President holds significant authority within the organization, including the ability to:

• Approve or reject program models based on technical quality.
• Require corrective actions when standards are not met.
• Establish and update global technical frameworks.
• Provide final technical sign-off on major funding proposals.
• Deploy technical support resources strategically.
• Escalate program risks to executive leadership when necessary.

This level of authority ensures that the role has a direct and measurable impact on program quality and organizational performance.

Required Qualifications and Experience

Candidates must demonstrate a strong background in international development and leadership:

• 12–15+ years of experience in international development or humanitarian programming.
• Senior leadership experience in program quality, design, or technical advisory roles.
• Strong expertise in food security and nutrition.
• Proven track record working with U.S. Government and institutional donors.
• Experience operating in multiple countries and complex environments.

Preferred qualifications include:

• Experience within a large international NGO (INGO).
• Background in setting global technical standards.
• Multi-sector expertise and experience supporting program scale-up.
• Advanced degree in fields such as public health, agriculture, or international development.

Within the first 18–24 months, the successful candidate is expected to achieve:

• Clearly documented global technical standards.
• Improved consistency in program quality across country offices.
• Increased success rates for major funding proposals.
• Reduced technical and implementation risks post-award.
