IFRC Launches Bilingual Public Health Emergencies Consultancy for the Americas Region|Deadline 29 May 2026

The International Federation of Red Cross and Red Crescent Societies is inviting qualified public health professionals to apply for a major consultancy focused on strengthening emergency health response systems across the Americas. The consultancy supports the regional adaptation of the Public Health in Emergencies (PHiE-A) training package and aims to strengthen National Society-led emergency response capacity through bilingual, competency-based training.

Strengthening Public Health Emergency Response Across the Americas

The Americas region frequently experiences emergencies that require rapid and effective public health interventions. To support National Societies in improving emergency preparedness and response, the IFRC is developing a regionally adapted PHiE-A training package that can be delivered independently across countries in the region.

The consultancy will help transform existing English and Spanish materials into a comprehensive bilingual package that reflects local realities, active learning methodologies, and modular training systems. The consultant will work closely with the IFRC Americas Regional Office, Norwegian Red Cross, and the IFRC CREPD Reference Center to guide the adaptation and validation process.

The assignment also supports IFRC Strategy 2030 priorities by promoting localization, strengthening National Society leadership, and enhancing health surge capacity throughout the Americas.

Main Responsibilities of the Consultant

The selected consultant will contribute to several key project areas designed to improve emergency health training systems.

Training Package Adaptation

The consultant will consolidate and adapt existing PHiE-A resources into a bilingual package available in both Spanish and English. Responsibilities include:

• Reviewing and mapping existing materials
• Developing modular session structures
• Designing facilitator guides and participant exercises
• Supporting active learning methodologies
• Integrating simulation exercises and evaluation tools
• Coordinating with Regional Review Group members for validation

Facilitator Certification Program

Another important responsibility involves supporting the regional facilitator accreditation program. The consultant will provide technical expertise and co-facilitate virtual certification sessions to help establish a regional roster of accredited PHiE-A trainers.

Pilot Training Accompaniment

The consultant will also participate in at least one country-level pilot training as a facilitator and mentor for newly certified National Society trainers. Feedback from the pilot trainings will be used to improve the final training package and future rollout plans.

Qualifications and Skills Required

Applicants are expected to demonstrate strong expertise in public health emergency preparedness and humanitarian response.

Required qualifications include:

• A postgraduate qualification in public health
• Experience supporting National Society emergency health responses
• Expertise in training package development and adult learning methods
• Workshop facilitation and multi-stakeholder coordination experience
• Full professional fluency in Spanish and English
• Strong knowledge of the International Red Cross and Red Crescent Movement

Experience working in the Americas region or within volunteer-based humanitarian systems is considered an advantage.

Consultancy Timeline and Deliverables

The consultancy will run in phases between June and November 2026. Most activities will be conducted remotely, though travel within the Americas will be required for regional workshops and pilot trainings.

Key deliverables include:

• A mapping and adaptation strategy
• Co-facilitation of the Regional Review Group workshop
• Development of preliminary and final bilingual training packages
• Support for facilitator certification
• Pilot training implementation
• A final consultancy report with sustainability recommendations

The IFRC will provide all necessary technical resources, coordination support, and travel coverage according to organizational regulations.
