Transparency International (TI) is inviting applications for an End of Project Evaluation Consultancy for its Inclusive Service Delivery in Africa (ISDA) project. About the ISDA Project

The Inclusive Service Delivery in Africa (ISDA) project is a regional initiative led by Transparency International Secretariat in Berlin, in partnership with national chapters in Democratic Republic of Congo, Ghana, Madagascar, Rwanda, and Zimbabwe, as well as technical partners including TI’s Global Health Programme and TI-Canada.

Launched in 2022 and concluding in December 2026, the project focuses on addressing corruption-related barriers that hinder equitable access to public services. The ISDA project is built around three core dimensions of change:

• Institutional performance change to strengthen accountability and service delivery systems

• Practice change among stakeholders, including civil society and journalists, to build coalitions that promote anti-corruption action

Purpose of the Final Evaluation

The end-of-project evaluation will provide an independent and external assessment of the ISDA project’s performance, impact, and sustainability. It builds on a mid-term evaluation conducted in 2023, which reviewed early progress and informed adjustments to project implementation.

This final evaluation will go further by examining overall achievements and long-term outcomes, while also identifying lessons learned that can inform future programming.

Key objectives include:

• Assessing whether project outcomes and objectives were achieved
• Evaluating the impact and sustainability of results
• Identifying unintended positive or negative outcomes
• Analyzing how the project influenced institutions, civil society, and communities
• Generating practical recommendations for future anti-corruption programming

The evaluation is expected to contribute not only to accountability but also to organizational learning within Transparency International and its partners.

Key Evaluation Focus Areas

The consultancy will apply OECD DAC evaluation criteria, with particular emphasis on:

Effectiveness

Assessing the extent to which ISDA achieved its intended outcomes across regional, national, and global levels, and identifying key enabling or limiting factors.

Efficiency

Reviewing how financial, technical, and human resources were used, including project management systems, coordination structures, and collaboration between TI chapters and partners.

Impact

Examining both intended and unintended changes, including improvements in service delivery, institutional behavior, and citizen engagement—particularly among women and vulnerable groups.

Sustainability

Evaluating the likelihood that project outcomes will continue beyond the project lifecycle and identifying conditions that support long-term impact.

Methodological Approach

The evaluation will follow a participatory, inclusive, and mixed-methods approach, combining qualitative and quantitative tools. The evaluator(s) will work closely with Transparency International’s Monitoring, Evaluation and Learning (MEL) team and project stakeholders.

Expected methods include:

• Desk review of project documentation and reports
• Key informant interviews and focus group discussions
• Surveys with implementing partners and stakeholders
• Field visits to selected countries (2–3 visits expected)
• Case study development and validation workshops

The assignment also encourages Gender Equality and Social Inclusion (GESI)-sensitive approaches, ensuring that the voices of marginalized groups are meaningfully included in the evaluation process.

Deliverables and Timeline

The consultancy includes three key deliverables:

• Inception Report (by 13 September 2026): outlining methodology, tools, and work plan
• Draft Evaluation Report (by 15 November 2026): including preliminary findings and recommendations
• Final Evaluation Report (by 15 December 2026): comprehensive report with executive summary, lessons learned, and action-oriented recommendations

A PowerPoint presentation summarizing findings will also be required as part of the final submission.
