CIVICUS is recruiting an Impact and Accountability Project Officer (Digital Democracy Initiative – DDI Project) for a fully remote position open to professionals from anywhere in the world. About the Role

The Impact and Accountability Project Officer will work closely with the Impact and Accountability Cluster and the Digital Democracy Initiative (DDI) team to design, implement, and strengthen Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across DDI’s global programmes.

The position focuses on performance monitoring, outcome measurement, adaptive management, and organizational learning while ensuring that project evidence informs strategic decision-making. The officer will also promote partner-centered learning, accountability, and South-South knowledge exchange among civil society organizations working on digital democracy issues.

Key Responsibilities

The successful candidate will:

• Design and strengthen project-specific MEAL systems.
• Monitor programme performance and measure project outcomes.
• Conduct qualitative and quantitative research and analysis.
• Produce donor, project, and internal performance reports.
• Support adaptive management and evidence-informed decision-making.
• Promote organizational learning and accountability.
• Facilitate knowledge sharing across global partners.
• Develop compelling data visualizations using business intelligence tools.
• Identify opportunities to improve monitoring and evaluation systems.
• Collaborate with multicultural teams across multiple time zones.

Required Qualifications

Applicants should have:

• A Bachelor’s degree or diploma in Monitoring, Evaluation, Accountability and Learning, International Development, Development Management, or a related field.
• A Master’s degree is highly desirable.
• Five to seven years of professional MEAL experience.
• At least two to three years in a similar monitoring and evaluation role.
• Fluency in English.
• French, Spanish, or Arabic language skills are considered an advantage.

Successful candidates should demonstrate experience with:

• Results-Based Monitoring and Evaluation.
• Outcome Harvesting and Contribution Analysis.
• Qualitative and quantitative research methods.
• Microsoft Excel and the Microsoft Office Suite.
• Power BI and Smartsheet.
• Online monitoring and evaluation platforms.
• Donor reporting and performance reporting.
• Data visualization and dashboard development.
• Digital democracy topics, including:

  • Internet freedom
  • Civic technology
  • Algorithmic accountability
  • Gender-based online violence
  • Technology governance
• Working with marginalized communities, including women, youth, indigenous communities, LGBTQI+ groups, and rural populations.
