This consultancy opportunity with the Global Initiative Against Transnational Organized Crime supports a structured evaluation of a completed project under its Asia-Pacific Observatory. The assignment is designed for experienced MEL (Monitoring, Evaluation and Learning) professionals or organizations with expertise in policy impact assessment, stakeholder engagement analysis, and applied learning frameworks in complex governance environments.

Role Overview

The consultant or team will conduct an end-of-project review and policy impact assessment for a specific Asia-Pacific Observatory initiative. The work focuses on understanding not only what the project delivered, but also how it influenced policy discussions, stakeholder engagement, and knowledge uptake in the region.

The assignment is structured into three interconnected phases:

Phase 1: End-of-Project Review & Evidence Assessment

This phase evaluates project performance and available evidence of results.

Key focus areas include:

• Reviewing project design documents (theory of change, MEL frameworks, workplans, and reports)
• Assessing delivery against outputs, activities, and intended outcomes
• Analyzing quantitative and qualitative evidence (events, engagement data, dissemination metrics, stakeholder feedback)
• Conducting interviews with project staff and stakeholders
• Identifying gaps in monitoring systems and undocumented contributions
• Evaluating alignment between project activities and intended policy audiences

Deliverable:
A comprehensive end-of-project review report outlining achievements, evidence of outcomes, MEL findings, and identified gaps.

Phase 2: Policy Impact, Learning & Strategic Analysis

This phase goes beyond outputs to examine how the project influenced policy and stakeholders.

Core activities include:

• Mapping pathways of influence (research, convening, partnerships, communications)
• Identifying which activities generated the most policy attention or engagement
• Assessing enabling and limiting factors (political context, timing, stakeholder access, dissemination strategies)

• Lightweight MEL systems for monitoring uptake and relevance
• Guidance for documenting indirect or informal influence
• A differentiated impact framework separating project, programme, and institutional-level outcomes
