UN Women, the global entity dedicated to gender equality and the empowerment of women, is seeking a highly skilled Programme Specialist – Oversight and Quality Assurance under the IPSA-10 contract. This home-based role focuses on ensuring programmatic excellence, compliance, and quality across UN Women Somalia’s initiatives, contributing to the organization’s mission of eliminating discrimination against women and girls.

About the Role

The Programme Specialist – Oversight and Quality Assurance plays a critical role in maintaining quality, coherence, and accountability throughout the programme cycle. Reporting directly to the Country Representative in Somalia, the Specialist works closely with the Regional Office and the Country Office to oversee programme implementation, capacity development, and technical guidance.

The Specialist ensures alignment with UN Women’s policies and procedures, while also building internal staff and external partner capacity to strengthen programme delivery. This position may require travel to Somalia, including Mogadishu and field locations, for monitoring, evaluation, and coordination purposes.

Key Responsibilities

Programme Oversight and Quality Assurance

  • Support the Integrated Work Plan process and ensure compliance with corporate planning platforms.
  • Develop coordinated approaches to implement the Annual Work Plan (AWP).
  • Monitor project progress and advise on corrective actions for proper programme delivery.
  • Conduct technical review and quality assurance for project documents, concept notes, and proposals.
  • Ensure compliance with UN Women’s operational standards and ethical guidelines.

Budgeting and Financial Management

  • Analyze project delivery quality and advise on financial allocation and implementation.
  • Facilitate review meetings to track expenses and improve operational efficiency.
  • Collaborate with operations teams to resolve financial and management bottlenecks.
  • Support cost recovery and ensure proper use of donor funds.

Monitoring, Evaluation, and Reporting

  • Lead Results-Based Management (RBM) implementation across programmes.
  • Ensure timely, accurate reporting for AWP and donor-funded projects.
  • Coordinate field visits and donor missions to support programme verification.
  • Oversee evaluations and integrate lessons learned into programme design and reporting.

Capacity Development and Coordination

  • Build staff and partner capacity on RBM, monitoring, evaluation, and reporting.
  • Document best practices, lessons learned, and success stories for knowledge sharing.
  • Promote a culture of accountability, learning, and adaptive management.

Resource Mobilization and Partnerships

  • Provide technical input for project proposals and donor submissions.
  • Track donor commitments and reporting schedules.
  • Support strategic partnership development aligned with UN Women Somalia priorities.

Data and Knowledge Management

  • Strengthen data collection, management, and analysis for evidence-based programming.
  • Translate lessons learned and programme insights into knowledge products for advocacy and visibility.

Required Qualifications

Education:

  • Master’s degree in Political or Social Sciences, Economics, International Development, or Gender/Women’s Studies.
  • A first-level degree with additional years of experience may be accepted in lieu of a Master’s degree.
  • Project/programme management certification is a plus.

Experience:

  • Minimum 5 years of progressive experience in international development, preferably in post-conflict or emergency settings.
  • Extensive experience in programme management, oversight, compliance, and quality assurance.
  • Proven skills in monitoring, evaluation, reporting, and resource mobilization.

Languages:

  • Fluency in English is required; knowledge of other UN official languages is an asset.
