About the Program Support & Development Officer Role
The Program Support & Development Officer (PSDO) will support the International Programmes Department by developing competitive funding proposals and overseeing strategic humanitarian and development projects.
The successful candidate will collaborate with field teams, technical experts, and international partners to design high-quality projects that meet donor requirements while addressing the needs of vulnerable communities.
The position is home-based, with international field missions expected for approximately 50% of the working time.
The collaboration is expected to begin in September 2026.
Key Responsibilities
The Program Support & Development Officer will perform a wide range of project development and programme management duties, including:
- Developing competitive project proposals for international institutional donors.
- Coordinating the complete project design process from concept development to final submission.
- Conducting needs assessments during international field missions.
- Preparing logical frameworks, monitoring plans, and project documentation.
- Developing and reviewing detailed project budgets.
- Ensuring donor compliance throughout proposal preparation.
- Coordinating with internal departments and implementing partners.
- Supporting implementation and supervision of strategic field projects.
- Preparing narrative progress reports and final donor reports.
- Contributing to monitoring and evaluation activities.
Required Qualifications
Applicants should possess a strong background in international development and humanitarian programming.
Essential qualifications include:
- Bachelor’s degree with specialization in Project Cycle Management (PCM).
- At least three years of experience designing international cooperation projects.
- Experience working on both emergency response and long-term development programmes.
- Strong understanding of:
- Project Cycle Management (PCM)
- Logical Framework Approach
- Theory of Change
- Monitoring and Evaluation
- Budget development
- Proposal submission processes
- Proven experience preparing proposals for institutional donors such as:
- ECHO
- INTPA
- AICS
- Major European government agencies
- Major U.S. government donors
- Excellent written and spoken Italian and English.
- Strong budgeting and financial planning skills.
- Excellent organizational, communication, and problem-solving abilities.
- Ability to work independently while meeting tight proposal deadlines.
- Willingness to travel internationally.
Preferred Qualifications
Candidates with additional experience in the following areas will have an advantage:
- Environmental programming
- Agricultural value chains
- Entrepreneurship and livelihood development
- Women’s and children’s protection programmes
- SMART assessment tools including Kobo, Google Forms, and NEAT+
- Knowledge of Spanish or French
- Proposal writing for private foundations and corporate donors
Salary and Benefits
