ITC SheTrades Policy Consultant: Home-Based Public Procurement Consultancy | Apply by 28 August 2026

The International Trade Centre (ITC) is seeking a National Consultant – SheTrades GRPP Policy Consultant to support the development of a practical guide on gender-responsive public procurement. This is a home-based consultancy running from September to December 2026, with no travel required.
The consultancy offers an opportunity for experienced professionals in public policy, governance, public procurement, agriculture, gender development, economics, law and related fields to contribute to work supporting women farmers, women-led businesses, cooperatives and farmer organizations.
SheTrades GRPP Policy Consultant Opportunity
The consultant will work under ITC’s Women and Trade Programme and SheTrades Initiative, supporting efforts to strengthen gender-responsive public procurement in Africa and Asia.
The assignment builds on previous work promoting gender-responsive public procurement for agricultural products. Through this initiative, ITC is working with three regional farmer organization networks: the Eastern Africa Farmers Federation (EAFF), the Asian Farmers’ Association for Sustainable Rural Development (AFA) and the West African Network of Peasants and Agricultural Producers (ROPPA).
The consultant will help develop an approximately 30-page practical guide explaining how farmer organizations and their members can participate more effectively in public procurement markets.
Key Responsibilities
The selected consultant will begin by conducting a detailed review of literature, policies, tools and existing guidance related to public procurement, inclusive procurement and agricultural procurement.
The research will focus particularly on Eastern and Western Africa and Asia. The consultant will identify important procurement challenges and opportunities affecting farmer organizations, especially women suppliers, women farmers and women-led agribusinesses.
Another major responsibility will be identifying practical examples, good practices and case studies that can make the guide useful and accessible to its intended audience.
The consultant will then draft the practical guide based on an outline developed by ITC in consultation with farmer organizations. The content must be clear, practical and user-friendly while meeting ITC’s editorial, formatting and branding standards.
The consultant will also participate in online consultation and validation sessions with representatives of EAFF, AFA and ROPPA. Feedback from ITC and stakeholders must be incorporated into subsequent drafts until the final guide receives approval.
Expected Deliverables
The consultancy has three main output stages.
By 30 September 2026, the consultant is expected to complete background research, review relevant resources and submit the first draft of the practical guide.
By 30 October 2026, the second draft should include practical examples and relevant regional context. The consultant will also present the draft during an online consultation or validation session.
By 4 December 2026, the consultant must submit the final approximately 30-page guide, together with editable source files and supporting materials. All final comments from ITC must be addressed before approval.
Who Can Apply?
Applicants should have a postgraduate degree in business administration, economics, public policy, development studies, law or a related discipline. Extensive relevant experience may be accepted instead of a master’s degree.
Candidates must have at least five years of experience in public policy, governance or related areas, with relevant experience in gender, public procurement or agriculture.
Experience developing guides, manuals, toolkits or knowledge products for policymakers, business support organizations or private-sector stakeholders is required.
Experience working with farmer organizations, agricultural value chains, cooperatives or MSMEs is highly desirable. Knowledge or experience in gender development is also considered an asset.
Strong research, analytical and drafting skills are essential. Candidates must also be able to translate complex technical information into practical guidance for non-technical audiences.
Language Requirements
Excellent written and spoken English and French are required.
The consultant should also demonstrate strong stakeholder engagement and communication skills, attention to detail, flexibility and the ability to work independently while managing feedback from multiple stakeholders.
