A major consultancy opportunity is open to support the development of a national teacher policy in the Democratic Republic of the Congo. Led by Expertise France, this assignment aims to strengthen the education system by improving teacher management, training, and professional development across all levels of schooling.
Context of the Assignment
This initiative is part of the Regional Teacher Initiative for Africa (RTIA), funded by the European Union. The mission supports the Ministry of Education in the DRC to design a comprehensive and sustainable teacher policy that covers:
- Preschool
- Primary education
- Secondary education

Objectives of the Mission
The primary objective is to develop a coherent and inclusive national teacher policy that strengthens the education system by:

Key Activities
The consultancy will involve several core activities:
Situation Analysis
- Conduct a detailed assessment of the current teaching landscape in the DRC

Strategic Planning
- Develop a costed action plan to implement the policy

Duration & Structure
- Total effort: Approximately 200 expert-days
- Duration: Around 6 months
- Format: Hybrid (remote and in-country work in the DRC)

The consultancy will produce several key outputs:
- Inception note (methodology and approach)
- Diagnostic report on the teacher policy situation
- Validation report of findings
- Full teacher policy document (including action plan and M&E framework)
- Validation of the final policy document
- Final comprehensive report
Required Profile
Candidates should demonstrate strong expertise in education systems and policy development:
- Extensive experience in:
- Education policy
- Public sector HR management
- Teacher training systems
- Proven ability to conduct:
- Field research
- Data collection and analysis
- Experience in Sub-Saharan Africa (highly desirable)
- Strong facilitation and capacity-building skills
- Excellent proficiency in French
- Ability to work with governments and institutional stakeholders
