About the Policy and Positioning Lead Role
The Policy and Positioning Lead will play a critical role in strengthening Plan International’s global voice through strategic policy positioning, communications, and external engagement.
Reporting to the Executive Director of Global Affairs and working closely with the Office of the CEO, the successful candidate will transform complex research, evidence, and organizational insights into compelling narratives that influence donors, governments, multilaterals, academic institutions, and strategic partners.
The role focuses on ensuring that Plan International’s programs, evidence, and impact are effectively communicated to expand partnerships and investments in initiatives supporting girls and vulnerable children.
Key Responsibilities
The Policy and Positioning Lead will be responsible for:
Strategic Positioning and Policy Development
- Developing high-level positioning strategies for Plan International’s flagship initiatives.
- Creating powerful narratives that demonstrate the organization’s impact and value.
- Preparing strategic briefs, proposals, business cases, and external engagement materials.
- Supporting leadership communications for major conferences, events, and stakeholder meetings.
- Identifying emerging geopolitical and sector trends that influence organizational positioning.
Evidence Translation and Thought Leadership
- Transforming complex research, data, and program evidence into accessible policy messages.
- Developing problem-and-solution narratives that highlight Plan International’s contribution to global challenges.
- Ensuring consistency and alignment of messaging across global teams.
- Creating thought leadership materials that strengthen the organization’s external profile.
Leadership Communications
- Drafting and editing speeches for the CEO and senior executives.
- Developing opinion articles, policy arguments, and strategic communications materials.
- Ensuring communications reflect youth perspectives and inclusive leadership principles.
- Aligning leadership messaging with key global moments and opportunities.
External Engagement and Influence
- Developing communication plans for major research launches and strategic initiatives.
- Identifying opportunities to amplify Plan International’s messages.
- Supporting engagement strategies with donors, governments, and global partners.
- Building connections between policy priorities and external advocacy opportunities.
Cross-Organizational Collaboration
- Working with country offices, regional teams, and program departments to gather evidence and impact stories.
- Ensuring global messaging reflects local experiences and diverse perspectives.
- Supporting alignment between communications, advocacy, and program priorities.
- Managing multiple projects in a fast-changing international environment.
Required Skills and Experience
Applicants should demonstrate:
- Significant experience in strategic communications, policy positioning, and advocacy.
- Experience developing positioning strategies linked to major initiatives or research.
- Ability to translate technical information into persuasive external narratives.
- Proven experience writing speeches, opinion pieces, policy briefs, and strategic documents.
- Strong collaboration skills with senior leaders and cross-functional teams.
- Experience working in international development or humanitarian environments.
- Understanding of donor priorities, multilateral systems, and global policy trends.
- Ability to produce communications materials for donors, governments, and institutional partners.
Desirable Qualifications
Additional experience in the following areas will be an advantage:
- Working with international NGOs, multilateral organizations, or global development institutions.
- Advocacy, governance, or external relations experience.
- Knowledge of girls’ rights, education, health, climate change, or child protection.
- Qualifications in communications, public policy, international relations, or related fields.
- Understanding of feminist leadership and anti-racism approaches.
- French or Spanish language skills.
