The Humanitarian Logistics Cooperative (Hulo) is the first humanitarian European Cooperative Society (SCE), established in June 2021. The cooperative brings together 19 humanitarian organizations working collectively to improve logistics and supply chain efficiency in humanitarian response.

Hulo currently runs Joint Initiatives in seven countries, designed to streamline logistics operations and reduce operational costs for humanitarian organizations.
These initiatives are implemented in:

- Iraq (supporting the Syrian crisis)

Purpose of the Playbook Specialist Consultancy
As Hulo expands its operations, the cooperative is undergoing a transformation to improve operational clarity, efficiency, and replicability across different countries and contexts.
To support this effort, Hulo plans to develop operational Playbooks that clearly document:
- Operational processes
- Governance models
- Decision-making structures
- Lessons learned from field operations
A Playbook serves as a practical guide explaining how an initiative is:
- Designed
- Launched
- Implemented
- Managed
- Continuously improved
These documents will ensure consistency and quality across humanitarian logistics operations, while still allowing flexibility for field-level adaptation.
Scope of Work for the Consultant
The selected consultant will be responsible for designing and developing a coherent set of operational playbooks for Hulo’s activities.
The main tasks include:
Mapping Existing Operational Practices
The consultant will analyze current operational systems within Hulo by:
- Reviewing existing documentation and tools
- Assessing procedures used across operational teams
- Conducting interviews with staff and stakeholders
- Mapping existing workflows and processes
Deliverable: A comprehensive analysis report summarizing existing knowledge and practices.
Designing Standardized Playbook Structures
The consultant will create a standardized framework for operational playbooks by:
- Identifying common governance and operational models
- Defining roles and responsibilities
- Establishing clear decision-making processes
- Designing a flexible structure adaptable to multiple initiatives
Deliverable: A standardized Playbook template.
Developing Operational Playbooks
The consultant will produce practical and easy-to-use playbooks covering Hulo’s core activities, including:
- Joint Initiatives operations
- Membership and community coordination
These playbooks will:
- Translate complex processes into clear guidance
- Be accessible for both technical and non-technical users
- Be available in English and French
Deliverable: Draft playbooks for core operational activities.
Supporting Validation and Deployment
The final stage involves validating and implementing the playbooks across the organization.
Key activities include:
- Facilitating validation workshops with stakeholders
- Integrating feedback from teams and partners
- Supporting internal adoption of the playbooks
- Recommending governance systems for maintaining and updating the documents
Deliverable: Finalized playbooks and implementation recommendations.
Required Qualifications and Skills

Consultancy Duration and Working Arrangements
The consultancy is expected to run for up to 40 working days between April and June 2026.

The consultant will report directly to the Hulo Operations Lead and work closely with the Community Manager and other key stakeholders.
