Plan International is inviting applications for its WASH in Emergencies Specialist Emergency Roster to support humanitarian responses around the world. The opportunity is designed for experienced WASH professionals who can provide rapid technical leadership during emergencies, including conflict, displacement, disease outbreaks, flooding, drought and other humanitarian crises.
The roster will enable Plan International to quickly deploy skilled specialists to support emergency preparedness, response, early recovery and transition programmes. Successful candidates will be expected to mobilise within 72 hours of confirmation or once required travel approvals and visas are secured.

Purpose of the WASH in Emergencies Specialist Role
The WASH in Emergencies Specialist will provide technical expertise to strengthen safe, inclusive and gender-responsive water, sanitation and hygiene services during emergency situations.
The specialist may be deployed to support country offices or regional responses, providing assistance throughout the humanitarian programme cycle. Responsibilities will include emergency assessments, response planning, implementation support, quality assurance, coordination, reporting and capacity building.
The role will ensure that WASH interventions consider the specific needs of girls, women, children, persons with disabilities, older people and other groups facing barriers to accessing essential services.
Key Responsibilities of the Position
The successful candidate will support emergency WASH programmes through several key areas:
Emergency Assessments and Response Planning
The specialist will lead or support rapid WASH assessments, service mapping and analysis of community needs. They will identify risks related to water access, sanitation, hygiene, public health and protection.
Key responsibilities include:
- Supporting evidence-based emergency WASH strategies and response plans.
- Analysing service gaps and humanitarian needs.
- Ensuring programmes align with Sphere Standards, Core Humanitarian Standards and WASH Cluster guidance.
- Identifying opportunities for integrated programming with health, protection, education and shelter teams.
Technical Leadership in WASH Programming
The specialist will provide technical guidance across emergency water, sanitation and hygiene interventions.
This includes:
- Water supply systems, water treatment and water-quality monitoring.
- Water trucking, storage solutions and distribution systems.
- Emergency sanitation facilities and waste management.
- Hygiene promotion and behaviour-change activities.
- Menstrual health and hygiene support.
- WASH services in health facilities and outbreak response settings.
The role will also review technical designs, Bills of Quantities, contractor documents and infrastructure plans to ensure interventions are safe, accessible and sustainable.
Emergency Operations and Programme Support
The WASH Specialist will assist country teams in establishing effective emergency response systems.
Responsibilities include:
- Developing technical workplans and monitoring tools.
- Supporting procurement planning and supplier coordination.
- Conducting field visits and providing technical troubleshooting.
- Strengthening stock management and service monitoring systems.
- Mentoring WASH teams and local partners.
The specialist will help identify operational challenges and recommend solutions to improve programme delivery.
Coordination, Partnerships and Representation
The role requires strong coordination skills and the ability to represent Plan International with humanitarian partners.
The specialist may participate in:
- WASH Cluster meetings.
- Government coordination forums.
- Technical working groups.
- Discussions with UN agencies, donors and NGOs.
They will contribute to improving collaboration between WASH, health, protection, education and other humanitarian sectors.
Required Qualifications and Experience
Candidates should have significant professional experience in humanitarian WASH programming.
Essential requirements include:
- Progressive experience in WASH emergency response.
- Experience conducting assessments, designing programmes and monitoring WASH interventions.
- Technical knowledge of emergency water supply, sanitation and hygiene promotion.
- Experience responding to outbreaks, displacement, conflict, flooding or drought situations.
- Experience developing proposals, budgets and donor reports.
- Experience representing organisations with humanitarian coordination mechanisms.
- Experience mentoring WASH teams and strengthening local capacity.
Applicants should have strong knowledge of humanitarian standards, public-health principles, safeguarding, accountability to affected populations and disability-inclusive programming.
Language Requirements and Availability
Fluency in English is required, while full professional working proficiency in Spanish is essential for this roster. Knowledge of French, Arabic or Portuguese is considered an advantage.
Selected roster members must be prepared to:
- Deploy within 72 hours of confirmation.
- Work in challenging humanitarian environments.
- Travel internationally when required.
