About the Humanitarian Needs Assessment Specialist Role

The Humanitarian Needs Assessment Specialist will play a critical role in improving the quality, consistency, and effectiveness of humanitarian needs assessments across Plan International’s global emergency response portfolio.

The specialist will support country offices during emergencies by designing and implementing high-quality assessments that help identify urgent needs, inform program development, strengthen fundraising efforts, and guide humanitarian decision-making.

Key Responsibilities

The successful candidate will undertake a wide range of responsibilities, including:

• Developing and maintaining tools, methodologies, and guidance for rapid and multi-sector humanitarian assessments.
• Ensuring gender equality, child protection, disability inclusion, and age-sensitive approaches are integrated into all assessments.
• Supporting country offices in producing high-quality reports for donors, humanitarian clusters, and partners.
• Designing and delivering training programs to strengthen organizational assessment capacity.
• Promoting the use of digital data collection and analysis tools.
• Deploying to emergency contexts to support assessment planning and implementation.
• Representing Plan International in inter-agency coordination groups and humanitarian forums.
• Supporting advocacy, fundraising, and influencing initiatives through evidence-based insights.
• Producing annual reports highlighting assessment findings and emerging humanitarian trends.

Extensive Global Deployment Opportunities

One of the most unique aspects of this role is its deployment focus.

The successful candidate will spend approximately:

• 50% of their first year working in-country
• Up to 75% of subsequent years deployed internationally

Deployments may occur in conflict zones, disaster-affected areas, or fragile contexts where humanitarian needs are significant. These deployments often happen at short notice and require flexibility, resilience, and strong problem-solving skills.

To support staff, Plan International provides comprehensive security training, pre-deployment briefings, and wellbeing resources.

Essential Qualifications and Experience

Plan International is seeking candidates with substantial humanitarian experience and strong technical expertise.

Applicants should demonstrate:

• Extensive experience leading or supporting humanitarian needs assessments.
• Experience working in rapid-onset emergencies and complex crisis environments.
• Strong understanding of gender analysis and protection mainstreaming.
• Knowledge of disability inclusion and safeguarding principles.
• Experience designing and facilitating training sessions.
• Familiarity with humanitarian standards, including Sphere, CHS, CPMS, and INEE.
• Strong report-writing, coordination, and analytical skills.
• Experience using digital data collection and analysis platforms.
• Ability to travel extensively and deploy rapidly to emergency contexts.

Preferred Qualifications

While not mandatory, the following qualifications are considered valuable:

• Experience supporting donor proposals and funding applications.
• Background in advocacy or influencing work.
• Experience working with local and international partners.
• Fluency in English and proficiency in French, Spanish, or Arabic.
