Oxfam Seeks Consultant to Produce Asia Policy Brief on Public Services and Inequality – Apply by 27 July 2026
Oxfam is inviting experienced consultants to submit proposals for a consultancy to develop a major policy brief examining the relationship between public services and inequality across Asia. The successful consultant will produce an evidence-based publication titled “Rigged from Birth: How Inequality Steals Futures in Asia and the Five Public Services That Can Reverse It.” Applications close on 27 July 2026.
About the Consultancy
The consultancy forms part of Oxfam’s regional Inequality Campaign, which seeks to influence governments, international financial institutions, and civil society organizations to strengthen investment in universal public services across Asia.
The policy brief will be officially launched in October 2026 during a global conference at Chulalongkorn University in Bangkok, Thailand. It will complement Oxfam’s broader global advocacy efforts aimed at addressing inequality and encouraging sustainable public investment.
The consultant will work closely with Mustafa Talpur, Oxfam’s Head of Regional Advocacy and Campaigns, who serves as the commissioning and project manager.
Purpose of the Assignment
The consultancy aims to produce a compelling policy brief that demonstrates how universal public services can reduce inequality and improve opportunities for millions of people across Asia.
The publication will advocate for increased public investment in essential services while challenging policies that promote privatization and austerity. It also seeks to encourage governments and international financial institutions such as the World Bank and the International Monetary Fund to prioritize equitable access to quality public services.
The report will highlight practical policy recommendations supported by successful examples from countries across the region.
Key Issues the Policy Brief Will Address
The publication will focus on several pressing development challenges affecting Asia, including:
- Rising income and wealth inequality
- Limited access to quality education and healthcare
- Water, sanitation, and social protection gaps
- Childcare and long-term care systems
- Digital public services and digital inclusion

- Gender equality and social inclusion

Consultant Requirements
Oxfam is seeking consultants with substantial experience in policy research, advocacy, and publication development.
According to the consultancy announcement, applicants should have:
- 5–9 years of relevant professional experience
- Strong policy analysis and research skills
- Experience producing high-quality policy briefs or research publications
- Knowledge of inequality, public services, governance, or development issues
- Excellent analytical and writing abilities
- Capacity to deliver evidence-based recommendations suitable for policy audiences
Experience working on regional or international development issues in Asia will be an advantage.
Proposal Submission

- A financial proposal quoted in USD, inclusive of all applicable taxes
