Oxfam Seeks Independent Audit Firm for OHK-Funded Projects Across Asia|Deadline 31 Aug 2026

Oxfam has announced a consultancy opportunity for an independent external audit firm to review projects supported by Oxfam Hong Kong (OHK) through the Asia Regional Platform. The assignment is designed for qualified audit firms with experience in donor-funded programmes, NGO financial management and multi-country audits.

The opportunity was posted on 21 August 2026, and interested firms must submit their applications by 31 August 2026.

About the Oxfam Consultancy

Oxfam is an international confederation of 23 organizations working across 77 countries to address poverty, inequality and injustice. Its decentralized structure brings together affiliates, regional platforms and country offices under the One Oxfam Model.

Within Asia, the Asia Regional Platform provides strategic leadership, coordination, management and accountability support across the region. Oxfam GB serves as the regional business service provider, while funding comes from partner affiliates and other sources.

Oxfam Hong Kong is one of the Partner Affiliates contributing annual funding to the Asia Regional Platform. As part of the organization’s accountability arrangements, Oxfam is seeking an independent audit firm to examine OHK-funded projects for the 2025–2026 period.

Two Projects Included in the Audit

The selected auditor will review two projects implemented across multiple Asian countries.

The first is the Asia Humanitarian Programme, which has a programme budget of USD 120,000 and covers the period from 1 August 2025 to 31 August 2026. The programme operates across countries where Oxfam has a presence, including the Philippines, Bangladesh, Indonesia, Thailand, Nepal, Timor-Leste and Myanmar.

The second is the Asia Project: Capacity Building for Impact Measurement, Business Development and Advocacy. This project has a budget of USD 140,000 and runs from 20 December 2025 to 31 December 2026. Countries associated with the project include the Philippines, Bangladesh, Thailand, Nepal, Timor-Leste, Myanmar and India.

The audit is expected to be conducted remotely through desk review, although the final arrangements may depend on project requirements and the availability of documentation.

Key Responsibilities of the Auditor

The appointed audit firm will provide an independent assessment of the financial management and compliance of the two projects.

The audit will examine whether project funds were used for their intended purposes and whether financial statements accurately reflect income and expenditure.

Responsibilities will include reviewing financial records, verifying expenditure, assessing budget performance and checking supporting documentation. The auditor will also examine procurement procedures, payroll costs, tax compliance and donor reporting requirements.

Another important element will be assessing the effectiveness of internal controls and financial management systems. Where weaknesses or risks are identified, the auditor will provide recommendations for strengthening controls.

Transaction testing will also form part of the assignment, with selected expenditures and supporting evidence examined in detail.

Audit Reports and Deliverables

The successful firm will be expected to produce several important deliverables.

These include a draft audit report containing findings, observations and recommendations. The report will be reviewed by the Asia Regional Platform, with management given an opportunity to respond.

The auditor will then prepare a final audit report incorporating relevant management comments.

A Management Letter will also be required. This document will highlight weaknesses in internal controls and provide recommendations to help improve financial management, compliance and accountability.

The audit is currently scheduled to start on 1 January 2027. The draft report is expected by 28 February 2027, followed by finalization in March. The final audit report is scheduled for submission to OHK by 31 March 2027.

Who Should Apply?

This consultancy is specifically intended for qualified audit firms rather than individual consultants.

Applicants must be chartered accountant firms that are legally registered and licensed to operate in Asia. Firms should have demonstrated experience auditing donor-funded projects, NGOs or international non-governmental organizations.

The firm should have qualified professional auditors with appropriate certifications and demonstrate knowledge of donor compliance requirements and international accounting standards.

Documents Required

Interested firms must prepare a technical and financial proposal, with financial quotations provided in USD and inclusive of taxes.

Applications should include a proposed methodology and workplan, CVs of the lead consultant and audit team, a Company Registration Certificate and a VAT/Tax Registration Certificate.

Strong proposals should clearly demonstrate the firm’s relevant experience and explain its approach to managing a complex, multi-country audit.
