Oxfam Seeks Policies Consultant to Support Women’s Rights Organizations in Lebanon
Oxfam in Lebanon, through its Women’s Rights Fund (WRF), is seeking a qualified consultant to provide technical support to a partner Women’s Rights Organization (WRO) in strengthening its institutional systems and procedures. The consultancy focuses on developing and finalizing sub-granting and risk assessment policies, together with the practical tools and training needed to implement them effectively.
About the Women’s Rights Fund
The Women’s Rights Fund supports Women’s Rights Organizations by strengthening their institutional resilience, sustainability and effectiveness in advancing gender justice and women’s rights. The fund provides flexible grants alongside capacity-strengthening initiatives designed to help participating organizations improve their internal structures and processes.
Following a Gender Just structures and processes assessment, one participating partner organization identified a need for additional support in developing a sub-granting policy and risk assessment policy. The selected consultant will therefore play an important role in helping the organization establish practical systems that can guide its operations and funding processes.
Key Responsibilities
The consultant will begin by holding a preliminary meeting with the partner organization to understand its specific needs. They will then review existing documentation and conduct a gap analysis to identify areas requiring improvement.
The assignment will include developing the required policies, procedures, templates, tools and guidance documents. Draft policies will be presented to the organization’s team for discussion and feedback before being revised based on input from both the partner organization and Oxfam.
Another important component will be capacity strengthening. The consultant will design and facilitate training sessions on the newly developed policies, helping staff understand how to apply the systems in practice. The final stage of the assignment will involve submitting the completed policy documents.
What the Consultant Will Develop
A sub-granting policy establishes rules and procedures for distributing part of an organization’s grant funding to other organizations or individuals through subgrants. The risk assessment strategy, meanwhile, should explain how an organization identifies, assesses and rates operational and project-related risks, including their likelihood and potential impact. It should also outline mitigation measures, responsibilities for monitoring risks and how frequently risks should be reviewed.
Required Qualifications and Experience
Oxfam is looking for an individual or company with strong experience in organizational development and institutional strengthening. Applicants should also demonstrate experience with risk assessments and risk management frameworks, as well as knowledge of sub-granting mechanisms.
A strong understanding of feminist principles, gender justice and women’s rights programming is also essential. Candidates should additionally have experience facilitating organizational capacity-strengthening training sessions.
Contract Period and Working Approach
The consultancy is expected to require approximately 10 days of work over a two-month period from September to October 2026. The methodology will combine participatory consultations, collaborative policy drafting, validation and capacity strengthening to promote both technical quality and organizational ownership of the final products.
How to Apply
Interested applicants must submit their applications to Oxfam in Lebanon no later than 23 August 2026. Applications should be submitted in English and must include a technical proposal, financial offer and evidence of previous work.
Applicants should use the subject line “WRF – Policies’ consultant + [Name of bidder]” when submitting their application. The application email provided in the opportunity is lebanonprocurement@oxfam.org.uk.
This consultancy offers an opportunity for an experienced organizational development or women’s rights professional to contribute to stronger institutional systems within a Women’s Rights Organization while supporting broader efforts to advance gender justice and sustainable civil society organizations in Lebanon.
