Position Overview: Digital Programme Development Manager – Sudan

The Digital Programme Development Manager (PDM) for Sudan plays a strategic leadership role in advancing NRC Sudan’s digital transformation agenda. The position is responsible for embedding digital, technology-enabled approaches across NRC’s core competencies to improve access to information, accountability, connectivity, and assistance for conflict- and displacement-affected populations.

Working remotely and hosted by one of NRC’s offices, the role supports the institutionalisation of digital programming by strengthening staff capacity in data analysis, visualisation, data protection, and digital delivery mechanisms. The position reports to the Head of Programme Support and works closely with Core Competency Specialists, Programme Development Managers, Cash and Voucher Assistance Advisers, Area Managers, and global digital teams.

Strategic Purpose of the Role

The Digital PDM leads an innovative portfolio focused on digital communications, connectivity, and e-cash solutions in Sudan. The role ensures that digital technology complements and enhances humanitarian assistance across sectors while supporting accountability to affected populations through improved information management and feedback mechanisms.

The position also involves close coordination with communities, private sector partners, and humanitarian actors to deliver scalable, context-appropriate digital solutions.

Key Responsibilities

Strategy and Programme Development

  • Lead the development and implementation of NRC Sudan’s digital programme strategy, including guidelines, SOPs, training materials, and results frameworks.
  • Design and refine digital technology delivery approaches suitable for the Sudan context.
  • Identify opportunities for innovative and integrated digital programming across core competencies.
  • Explore new digitalisation initiatives, including connectivity programmes, GIS use, advocacy, and media support.
  • Contribute to programme concepts, proposals, budgets, and donor reports for stand-alone and integrated digital activities.

Programme Management and Technical Leadership

  • Coordinate and manage digital project implementation in line with proposals, strategies, and donor requirements.
  • Oversee budget management for the digital portfolio, ensuring appropriate burn rates and corrective actions where needed.
  • Supervise the rollout and advanced use of NRC’s CORE beneficiary database and alternative case management platforms.
  • Support digitalisation initiatives across sectors, including mobile money, digital cash registration, e-vouchers, and case management.
  • Build and manage partnerships with mobile network operators, digital service providers, NGOs, and private sector actors.
  • Lead staff capacity building and line management of digital programme staff, ensuring effective skills transfer.

Monitoring, Evaluation, and Learning

  • Work closely with the M&E team to strengthen remote data collection, complaints and feedback mechanisms, and digital monitoring systems.
  • Support the development of theories of change, macro logframes, and adapted M&E tools.
  • Monitor the scale and impact of digital programming across all core competencies using NRC systems.
  • Document lessons learned and good practices for internal learning, donor engagement, and sector-wide knowledge sharing.

Coordination, Representation, and Advocacy

  • Represent NRC Sudan in relevant coordination forums and working groups focused on digital humanitarian action.
  • Support advocacy efforts to promote digitalisation across the broader humanitarian response in Sudan.
  • Liaise with UN agencies, INGOs, local authorities, private sector actors, and affected communities.
  • Contribute to data protection initiatives, including data sharing agreements and responsible data management practices.
  • Deliver training on Digital Development Principles and data privacy, security, and protection standards.

Required Qualifications and Experience

Professional Competencies

  • Minimum six years of experience in digital programming, information management, mobile money, or data-driven humanitarian programming.
  • At least three years’ experience in a project or programme management role.
  • Bachelor’s degree in Information Technology, Information Management, Computer Science, or a related field.
  • Proven experience implementing technology-enabled programming in emergency contexts.
  • Experience working with private sector actors, governments, or NGOs on digital solutions.
  • Fluency in written and spoken English.

Context-Specific Skills

  • Familiarity with humanitarian and political contexts in Africa.
  • Experience with mobile network operators, AI chatbots, or digital communication platforms.
  • Knowledge of tools such as Red Rose, LMMS, MasterCard Aid Network, ODK, Twilio, Telerivet, CRMs, and communication APIs.
  • Experience facilitating participatory workshops and capacity-building initiatives.
  • Familiarity with human-centred design, service design, and design thinking methodologies.
