Network for Empowered Aid Response (NEAR), hosted by Adeso – African Development Solutions, is seeking an experienced Monitoring and Evaluation (M&E) Manager to strengthen its global learning, data, and measurement systems.
This is a full-time remote position open to candidates worldwide, with a requirement for time-zone overlap across multiple regions. The contract duration is 12 months, with an expected start date of ASAP.

About the M&E Manager Role
The M&E Manager is a newly created position within NEAR’s Learning Team. The role will strengthen the organization’s ability to collect, analyze, manage, and use data as its programmes, partnerships, and grant portfolio continue to grow.
Reporting to the Learning Director, the M&E Manager will work closely with:
- NEAR Secretariat.
- NEAR members.
- Partners.
- Donors.
- Programme teams.
The position focuses on building strong data systems, maintaining measurement frameworks, analyzing survey results, and ensuring evidence supports decision-making.
Key Responsibilities
Member Survey Design and Analysis
The M&E Manager will:
- Lead the technical design of annual member surveys.
- Develop survey tools and coordinate data collection.
- Clean and analyze quantitative datasets.
- Manage post-event and stakeholder surveys.
- Produce accessible data summaries and visualizations.
- Support the Membership Team in using data to improve engagement strategies.
Indicator Tracking and Results Frameworks
Responsibilities include:
- Maintaining NEAR’s indicator frameworks and results tracking systems.
- Supporting programme teams in monitoring objectives and donor commitments.
- Conducting data quality audits.
- Identifying data gaps and improvement opportunities.
- Contributing evidence and impact data for NEAR’s Annual Report.
Grant MEL Support
The role will:
- Provide technical MEL support for donor-funded programmes.
- Support development of MEL frameworks for initiatives such as the Change Fund and Networked Financing Mechanism.
- Maintain documentation of data sources, methodologies, and systems.
- Support donor reporting and progress tracking.
Data Systems and Tools
The M&E Manager will:
- Manage NEAR’s MEL data systems using Asana or equivalent platforms.
- Develop dashboards and progress tracking tools.
- Create data management protocols.
- Support future MEL system improvements.
Required Qualifications and Experience
Applicants should have:
- Strong quantitative data analysis skills, including data cleaning, statistical summaries, and cross-tabulation.
- Strong experience in monitoring, evaluation, and learning systems.
- Expertise in survey design, administration, and analysis.
- Experience using online survey platforms such as SurveyMonkey or similar tools.
- Experience maintaining indicator frameworks across multiple donor-funded programmes.
- Ability to develop dashboards and data visualizations for leadership and donors.
- Experience with Asana or comparable project management systems.
- Strong documentation and data management skills.
- Ability to translate technical findings into clear information for non-technical audiences.
- Experience working collaboratively across multiple teams.
Preferred Experience
