Project Overview: Carbon Markets Corruption Risk Mitigation Guidelines

To address these concerns, the Basel Institute is implementing a project that will analyze corruption risks in carbon markets across three countries:
- Cameroon
- Ghana
- Indonesia
The project will conduct national and international consultations with policymakers, local communities, market regulators, and certification bodies. The ultimate goal is to produce global, gender-sensitive corruption risk mitigation guidelines that can strengthen both voluntary and compliance carbon markets.
These guidelines will serve as a flagship resource for improving governance in forest-based carbon markets and ensuring equitable benefit-sharing mechanisms for communities involved in climate initiatives.
Role of the National Carbon Markets Expert
The consultant based in Cameroon will collaborate closely with the Basel Institute’s Green Corruption team and international carbon market specialists. Their role will involve analyzing the national carbon market landscape and identifying governance vulnerabilities.
Key responsibilities include:
- Conducting stakeholder mapping across Cameroon’s carbon market value chain
- Providing policy and regulatory analysis related to carbon market governance
- Advising on corruption risks and integrity challenges
- Supporting multi-stakeholder consultations
- Contributing to the development of global anti-corruption guidelines
The consultant will also help adapt the institute’s corruption risk assessment methodology to the specific context of Cameroon’s environmental and climate governance framework.
Key Deliverables and Timeline
The consultancy spans approximately 30 working days between March and December 2026. Deliverables are divided into several phases.
March – April 2026
- Stakeholder mapping of national carbon market actors
- Policy analysis of governance frameworks and regulatory gaps
April 2026
- Input into adapting corruption risk assessment methodology
June 2026
- Participation in organizing and conducting national consultations
July 2026
- Drafting the Cameroon corruption risk assessment report
July – December 2026
- Reviewing and contributing to the global corruption mitigation guidelines

Required Qualifications and Expertise
Applicants for this consultancy should possess substantial experience in carbon market systems and environmental governance.
Essential qualifications include:
- At least five years of professional experience working in carbon markets
- Strong understanding of carbon offset mechanisms and carbon credit methodologies
- Knowledge of Emission Trading Systems (ETS) and Voluntary Carbon Markets (VCM)
- Expertise in policy and regulatory analysis
- Experience engaging with government agencies, NGOs, and private sector stakeholders
Additional experience in anti-corruption initiatives or governance reforms will be considered an advantage.
