Humanitarian responses rely heavily on accurate data to guide life-saving interventions. IMPACT Initiatives is seeking a consultant to develop a Mortality Survey and Surveillance Toolkit as part of a major initiative led by Save the Children in collaboration with Evidence for Change.
This consultancy aims to strengthen humanitarian public health programming by improving how mortality data is collected, analysed, and used in crisis settings.
About the Mortality Estimation Initiative
The Mortality Estimation and Surveillance Initiative is designed to improve the collection and use of mortality data across humanitarian operations. The initiative recognizes that reliable mortality estimates are essential for understanding the severity of crises and the effectiveness of aid programs.
The project aims to:
- Improve access to mortality estimation tools
- Strengthen technical capacity among humanitarian actors
- Promote evidence-based decision-making in crisis settings
- Support better allocation of humanitarian resources
The initiative will run over a 24-month period, during which partners will develop and pilot a practical toolkit designed for use in low-resource and complex humanitarian environments.
Purpose of the Consultancy
The consultant will develop a comprehensive Mortality Survey and Surveillance Toolkit that will be hosted on the initiative’s global platform. The toolkit will be publicly available as a global resource for humanitarian organizations, researchers, and public health actors.
The toolkit is expected to:
- Support the design and implementation of mortality surveys
- Provide tools for mortality surveillance in humanitarian contexts
- Facilitate data analysis and reporting
- Improve decision-making for operational humanitarian programs
All materials developed through the consultancy will be published under a Creative Commons license and shared globally as part of the initiative’s knowledge resources.
Governance and Collaboration
The consultant will work closely with several governance and advisory structures within the initiative.
These include:
- Strategic Advisory Group (SAG)
- National Advisory Group (NAG)
- Technical Advisory Group (TAG)
The consultant will coordinate with the TAG Task Team, provide regular progress updates, and incorporate technical feedback from these groups to ensure the toolkit meets operational and technical standards.
Collaboration with technical volunteers and subject-matter experts may also be required during the development process.
Key Deliverables and Work Stages
The consultancy is structured around four main development stages, each with specific deliverables and milestones.
Stage 1: Initial Consultation and Toolkit Outline
The first stage focuses on consultations with technical stakeholders and mapping existing resources.
Deliverables include:
- Finalized Toolkit Outline describing all components of the toolkit
- Technical Guidance Document Outline detailing proposed sections and methodologies
These outlines will be reviewed and approved by the Technical Advisory Group.
Stage 2: First Draft Toolkit Package
The second stage involves the creation of the core technical materials.
Key deliverables include:
- First draft of the technical guidance document
- Draft concept note and technical protocol templates
- Draft data collection tools in both paper and XLSFORM formats
- Draft data analysis resources using Excel and the statistical software R
The analysis tools should be user-friendly and suitable for humanitarian practitioners working in field settings.
Stage 3: Second Draft Toolkit Package
Following technical reviews, the consultant will produce updated toolkit materials.
Deliverables in this phase include:
- Second draft of the technical guidance document
- Reporting templates such as PowerPoint presentations, short technical reports, and fact sheets
- Training materials for survey managers and program managers
- Enumerator training materials for field data collection teams
These materials will support both operational implementation and staff training.
Stage 4: Final Toolkit Package
The final stage focuses on consolidating and finalizing all materials for validation.
The final deliverable will include:
- A complete toolkit package validated by the Strategic, National, and Technical Advisory Groups
Once finalized, the toolkit will be piloted and may undergo further refinement based on field testing.
Required Qualifications and Experience
Candidates applying for this consultancy must demonstrate strong expertise in public health research and humanitarian data collection.
Key requirements include:
- Master’s or PhD in Public Health, Epidemiology, Statistics, or a related field
- Minimum five years of experience conducting public health surveys or surveillance in humanitarian contexts
- Experience specifically related to mortality estimation
Applicants should also demonstrate the ability to work collaboratively with diverse stakeholders across global and national organizations.
Preferred Technical Skills
Additional technical expertise will strengthen a candidate’s application.
Preferred skills include:
- Experience analysing complex survey data
- Proficiency in statistical software such as R or Python
- Experience with XLSForms and digital data collection tools like ODK or KoboToolbox
- Strong understanding of data flows in humanitarian response systems
Fluency in English is required, while French language skills are considered an asset.
