GSG works to transform talented youth in Gaza and the West Bank into technology leaders, entrepreneurs, and innovators, while strengthening the broader tech ecosystem through programs supporting individuals, companies, and the wider community.


Project Purpose

Gaza Sky Geeks manages diverse program components—individual participants, startups, and community initiatives—each generating large volumes of programmatic, operational, and learning data. To strengthen data-driven decision-making, learning, and reporting, GSG seeks a Data Systems & ETL Development Consultant to support the design and implementation of a scalable, integrated data infrastructure.

The consultancy will focus on transforming existing program logframes, budgets, and reporting tools into structured data systems, enabling automated reporting, advanced analytics, and improved organizational learning.


Consultancy Objectives

The Consultant will support Gaza Sky Geeks in strengthening its data ecosystem by:

  • Translating program logframes, budgets, and reporting frameworks into structured data requirements
  • Supporting the design and implementation of a scalable, integrated database architecture
  • Establishing a centralized data warehouse and ETL pipelines
  • Enabling automated, real-time or near real-time reporting and analytics
  • Improving data quality, consistency, and usability across GSG programs

Scope of Work and Key Responsibilities

Data Systems Design & Architecture

  • Extract and document data requirements from GSG logframes, budgets, and MEL frameworks
  • Conduct structured requirements-gathering sessions with program, MEL, and management teams
  • Design a comprehensive database architecture covering all GSG programs and functionalities
  • Define and document a centralized data warehouse structure integrating programmatic, MEL, and operational data

ETL Development & Data Management

  • Develop and implement ETL (Extract, Transform, Load) pipelines to populate and maintain the data warehouse
  • Ensure data integrity, quality, consistency, and version control across systems
  • Enable real-time or near real-time data updates where feasible

Reporting, Analytics & Learning

  • Design and maintain automated dashboards and reports (e.g. Power BI) for internal management, partners, and donors
  • Conduct advanced data analysis to identify trends, insights, and learning opportunities
  • Support organizational learning through data deep dives and evidence-based recommendations

Collaboration, Documentation & Capacity Building

  • Work closely with GSG leadership, program teams, MEL staff, and third-party consultants
  • Support system testing, validation, and refinement based on user feedback
  • Produce clear technical documentation, including:
    • System architecture diagrams
    • Data flows and warehouse schemas
    • ETL processes and maintenance guidance
  • Provide training, presentations, and manuals to ensure long-term sustainability and effective data management

Deliverables

By the end of the consultancy, the Consultant will deliver:

  • Documented extraction of data requirements from GSG logframes and budgets
  • A comprehensive database architecture supporting all GSG programs
  • A fully defined and documented data warehouse structure
  • Functional ETL pipelines for automated data integration
  • Real-time or automated dashboards and reporting tools
  • Technical documentation and knowledge-transfer materials
  • An action plan for future system enhancements and sustainability

Required Qualifications and Experience

  • Bachelor’s degree in Data Science, Statistics, Mathematics, Computer Science, or a related field
  • Minimum five years of professional experience in data systems, analytics, or related roles
  • Strong proficiency in data tools such as Power BI, Microsoft Azure, SQL Server, Excel, and cloud-based systems
  • Demonstrated experience designing and implementing ETL pipelines and data warehouses
  • Ability to run online data collection tools and integrate them into structured databases
  • Strong analytical skills with experience in both quantitative and qualitative data analysis
  • Experience presenting data insights to senior management and external stakeholders
  • Solid understanding of Monitoring, Evaluation, and Learning (MEL) principles, particularly within donor-funded programs
  • Excellent written and spoken English communication skills
