International Detention Coalition Hiring MENA Programme Officer (Remote) | Salary Up to USD $27,500

The International Detention Coalition (IDC) is seeking a MENA Programme Officer to support its regional programmes focused on migration rights, refugee protection, advocacy, and alternatives to immigration detention.

This is a full-time remote position based in Morocco or Mauritania, with a one-year contract and the possibility of extension depending on funding. The successful candidate will receive an annual salary of USD $23,000–$27,500.

The International Detention Coalition is a global network of more than 200 civil society organizations and individuals across 75+ countries working to end unnecessary immigration detention and promote rights-based alternatives.

IDC collaborates with members, governments, UN agencies, refugee and migrant-led organizations, researchers, and advocacy groups to strengthen migration systems based on human rights, dignity, and protection.

About the Role

The MENA Programme Officer will support IDC’s work across the Middle East and North Africa (MENA) region, with a particular focus on North Africa, including Morocco and Mauritania.

Reporting to the MENA Regional Manager, the successful candidate will contribute to:

  • Regional programme implementation.
  • Advocacy initiatives.
  • Stakeholder engagement.
  • Research and communications.
  • Member support.
  • Events and consultations.
  • Reporting and fundraising activities.

This role combines programme coordination, administration, advocacy support, communications, and relationship-building.

Key Responsibilities

Programme Coordination and Member Support

The Programme Officer will:

  • Support regional projects, workshops, consultations, and advocacy activities.
  • Provide administrative and logistical support for programme delivery.
  • Strengthen relationships with IDC members and partners.
  • Maintain project timelines, documentation, and coordination systems.
  • Support budget tracking and financial documentation.
  • Assist with capacity-building activities for members and partners.

Advocacy and Stakeholder Engagement

Responsibilities include:

  • Supporting advocacy strategies on immigration detention, migrant rights, and refugee protection.
  • Engaging with civil society organizations, migrant-led groups, governments, UN agencies, and regional networks.
  • Developing advocacy materials, briefing notes, policy updates, and strategic communications.
  • Supporting stakeholder consultations, trainings, and regional events.
  • Mapping advocacy opportunities and policy developments across North Africa.

Communications and Knowledge Sharing

The successful candidate will:

  • Support digital and print communication materials.
  • Assist with newsletters, social media content, and member updates.
  • Monitor migration and human rights developments.
  • Document successful advocacy initiatives and regional developments.

Monitoring, Reporting, and Fundraising Support

The role will also include:

  • Supporting programme monitoring and evaluation processes.
  • Maintaining records of activities, partnerships, and outcomes.
  • Assisting with donor reporting.
  • Supporting fundraising research and proposal development.
  • Preparing presentations, reports, and programme documentation.

Required Qualifications

Applicants should have:

  • A university degree in international relations, law, migration studies, political science, human rights, development studies, or a related field.
  • At least five years of professional experience in project coordination, advocacy, migration, human rights, or civil society work.
  • Strong understanding of migration, refugee protection, and human rights issues in the MENA region.
  • Experience working with governments, NGOs, UN agencies, or community-based organizations.
  • Strong writing, reporting, coordination, and organizational skills.
  • Experience facilitating meetings, workshops, consultations, and advocacy activities.
  • Ability to work independently in a remote environment.
  • Strong digital communication and collaboration skills.
  • Ability to travel within the MENA region.

Language Requirements

Applicants must have:

  • Fluency in Arabic and English (written and spoken).

French language skills are considered an advantage.

Preferred Experience

Additional experience in the following areas is desirable:

  • Immigration detention and alternatives to detention.
  • Migration governance.
  • Refugee-led or migrant-led organizations.
  • Human rights advocacy.
  • Donor reporting and proposal development.
  • Regional policy mechanisms in North Africa.
