About the Mekong–Republic of Korea Cooperation Fund (MKCF)
Established in 2013, the Mekong–Republic of Korea Cooperation Fund serves as a strategic platform supporting regional cooperation and sustainable development across the Mekong subregion. The Fund represents a shared commitment between Mekong countries and the Republic of Korea to address common development challenges and strengthen regional partnerships.
MKCF supports projects aligned with the Mekong–Republic of Korea Plan of Action, focusing on important development areas including:

Consultancy Objective
The selected consultant or team will be responsible for producing a visually engaging and comprehensive MKCF Outcome Report (2021–2025). The report will communicate key achievements, portfolio performance, financial information, and strategic lessons in a clear and accessible format.
Unlike an evaluation report, this publication will focus on presenting factual achievements and measurable results. The consultant will transform available information into a concise, outcome-focused document suitable for donor reporting and public communication.
The final report should combine strong storytelling with:

- Professional publication design
Scope of Work
The consultant will manage both content development and report design, working closely with the MKCF team and Mekong Institute.
Content Development and Outcome Reporting
The consultant will review existing materials provided by MI and organize information into a structured report highlighting the Fund’s achievements from 2021 to 2025.
The report will include:
Strategic Context and Introduction
This section will provide an overview of Mekong–Republic of Korea cooperation, the establishment of MKCF, its objectives, priority sectors, and the importance of the 2021–2025 reporting period.
Portfolio Overview
The consultant will present an analysis of MKCF-supported projects, including:
- Overview of Calls 1–8
- Number and categories of projects supported
- Geographic and sector distribution
- Implementing partners involved
Financial Overview and Fund Utilization
The report will highlight:
- Total funding allocation
- Disbursement trends
- Financial distribution by sector and country
- Key observations on fund utilization
Key Results and Outcomes
A major focus of the report will be presenting measurable achievements across the portfolio, including:
- Aggregated outputs and outcomes
- Quantified results
- Project success highlights
Sectoral Contributions and Regional Impact
The consultant will showcase how MKCF projects contributed to regional priorities, cross-border cooperation, innovation, and sustainable development.
Partnerships and Cooperation

Lessons Learned and Future Directions
The final sections will present strategic insights, implementation lessons, opportunities for improvement, and recommendations for strengthening future MKCF programming.
Data Visualization and Design Responsibilities
The consultant will be expected to create a visually attractive report that communicates information effectively.
Responsibilities include developing:

The final publication should prioritize visual communication while maintaining professional analytical quality.
The consultant will also develop a creative concept and visual identity aligned with Mekong Institute and MKCF branding requirements.

- Optimized as a digital PDF

Consultancy Deliverables and Timeline
The consultancy will run from July to November 2026.
Expected deliverables include:
1. Inception Note, Annotated Outline, and Design Concept
Deadline: July 30, 2026
2. Draft Report (Content Only)
Deadline: August 17, 2026
3. Draft Designed Report Including Layout and Visuals
Deadline: September 7, 2026
4. Final Publication-Ready Report
Deadline: October 26, 2026
The consultant will participate in review processes and incorporate feedback through up to three rounds of revisions.
Consultancy Fee
The total consultancy fee is USD 5,000 lump sum, inclusive of all costs.
Payment will be released according to completed and approved milestones:
- Inception note and design concept: USD 1,500 (30%)
- Draft report content approval: USD 1,250 (25%)
- Draft designed report: USD 1,000 (20%)
- Final approved report: USD 1,250 (25%)
Payments will be made after successful completion and approval of each deliverable.
Required Qualifications and Experience
Applicants should demonstrate strong expertise in development communications, reporting, and publication design.
Required qualifications include:
- Experience producing development reports, annual reports, or donor publications
- Strong skills in graphic design and data visualization
- Ability to transform complex information into clear visual communication
- Experience working with international organizations is an advantage
