Media in Cooperation and Transition (MiCT) is inviting qualified consultants, teams, and organizations to apply for a MEAL Expert consultancy opportunity supporting the evaluation of its Fellowship for Critical Voices programme.
This consultancy is ideal for experienced monitoring, evaluation, accountability, and learning (MEAL) professionals with expertise in humanitarian programming, media development, emergency protection initiatives, and journalist support programmes operating within crisis and conflict settings.

Media in Cooperation and Transition (MiCT) is a nonprofit organization delivering professional media development services across complex and rapidly changing environments worldwide. Through collaboration with journalists, media organizations, and civil society actors, MiCT promotes transparent, inclusive, and resilient societies.

About the Fellowship for Critical Voices
The Fellowship for Critical Voices programme supports journalists and media professionals from conflict and crisis regions who continue to uphold professional journalistic integrity despite difficult circumstances.
The programme is expected to support approximately 500 media professionals between January 2025 and June 2026.
The fellowship provides flexible and modular support tailored to individual and regional needs across seven key focus areas:
- Security
- Livelihood support
- Health
- Integration and legalisation
- Professional development
- Community support
- Resettlement assistance
The initiative is implemented in partnership with eight local organizations and six regional community managers and forms part of the Hannah Arendt Initiative supported by the German Federal Foreign Office.
Overview of the Consultancy Role
The selected consultant or consulting team will conduct a comprehensive evaluation of the programme covering implementation between 2022 and 2026.
The evaluation will include both quantitative and qualitative analysis across all programme regions and assess:
- Programme effectiveness
- Team and partnership structures
- Regional and systemic relevance
- MEAL methodologies and systems
- Beneficiary impact
- Journalism outputs produced through the fellowship
- Programme sustainability and efficiency
The evaluation framework should align with internationally recognized OECD/DAC evaluation principles, including:
- Relevance
- Coherence
- Effectiveness
- Efficiency
- Impact
- Sustainability
MiCT will provide the consultant with previously collected beneficiary survey data and earlier programme evaluations to support the assignment.
Key Responsibilities and Deliverables
The selected consultant will conduct interviews with:
- 15 programme beneficiaries
- 8 project partners or case workers
- 5 project staff members
- 4 key informants
Where required, interpreters and translators will be coordinated separately by MiCT.
The consultancy deliverables include:
Inception Report
The consultant will prepare an inception report outlining:
- Evaluation methodology
- Data collection tools
- Interview frameworks
- Analytical approaches
Final Evaluation Report
The final report should include:
- Key findings and conclusions
- Recommendations for future programme implementation
- Strategies to improve visibility of fellows’ work
- Recommendations for digitalising MEAL systems
- Regional and systemic programme analysis
- Improved reporting recommendations across programme regions
Additional Outputs
The consultant will also provide:
- Cleaned datasets from the last four years
- Data visualizations
- A revised logframe proposal
- Updated onboarding and offboarding surveys
- Interview tools and questionnaires
- A two-hour learning workshop for programme staff and partners
All consultancy deliverables must be completed by 30 June 2026.
Important AI and Data Protection Requirements
Due to the highly sensitive nature of beneficiary information and programme data, MiCT prohibits the use of AI-based tools for processing, summarizing, or generating project-related content without prior written approval.
This restriction includes:
- AI writing assistants
- Automated summarization platforms
- Large language models
- AI data analysis systems
Any approved AI usage must be disclosed within the consultancy methodology documentation.
Required Qualifications and Experience
MiCT is seeking consultants and organizations with strong expertise in MEAL systems, programme evaluations, and humanitarian programming.
Qualified applicants should demonstrate:
- Familiarity with OECD/DAC evaluation criteria
- Experience with digital data collection methods
- Strong data management and analytical skills
- Experience evaluating donor-funded projects
- Knowledge of emergency protection programming
- Experience within media-sector initiatives
- Expertise in digitalising evaluation systems
- Strong report-writing and facilitation skills
Additional advantages include:
- Knowledge of decolonial and power-sensitive approaches
- Familiarity with languages such as Arabic, French, Russian, Ukrainian, Burmese, Dari, or Pashto
- Experience with projects funded by the German Federal Foreign Office
