The New Jersey State Office of Innovation (OOI) is seeking a highly skilled and experienced Marketing Analytics & Measurement Lead to join its Communication + Engagement Lab (C+E Lab). The OOI is committed to deploying innovative, technology-driven solutions that address pressing public interest challenges, improve access to state services, and create tangible positive outcomes for New Jersey residents. Over the years, the Office has streamlined access to Unemployment Insurance, simplified business startup processes, and connected millions of residents to government programs and benefits.

As a Marketing Analytics & Measurement Lead, you will play a central role in transforming the way the state plans, executes, evaluates, and optimizes its marketing outreach. You will combine advanced data analytics, marketing strategy, and operational leadership to support evidence-based decision-making, improve service uptake, and ensure campaigns are impactful and scalable. This position provides an opportunity to work on meaningful initiatives with state-wide impact, applying your expertise in analytics to enhance civic engagement and public service delivery.

Key Responsibilities:

Data Strategy & Operations:

  • Lead the development and implementation of the C+E Lab’s marketing analytics and technology strategy, ensuring seamless integration between platforms, data pipelines, and measurement systems.
  • Manage day-to-day operations for marketing data, including platform integrations, tagging, tracking, governance, and QA processes.
  • Ensure all data operations meet privacy, security, and compliance standards while maintaining high-quality, actionable datasets.

Data Analysis, Visualization, & Modeling:

  • Build and maintain performance dashboards in tools such as Domo, translating campaign, programmatic, and third-party data into actionable insights.
  • Conduct ad-hoc analyses, modeling, and forecasting to answer strategic questions and guide decision-making.
  • Develop clear, insight-driven visualizations that communicate trends, outliers, and opportunities to both technical and non-technical stakeholders.

Marketing Data Operations & Platform Enablement:

  • Build and maintain datasets, data flows, and transformations, managing ETL processes and validating data accuracy.
  • Support advanced modeling and calculations to enable scalable reporting of marketing performance metrics.
  • Monitor and troubleshoot pipelines and dashboards, proactively addressing issues to ensure timely, reliable data.

Incrementality & Media Mix Modeling:

  • Develop and maintain frameworks to measure campaign incrementality, including retrospective and forward-looking impact models.
  • Build and operate a Media Mix Model (MMM) to simulate budget allocation scenarios, forecast ROI, and optimize campaign performance.
  • Operationalize measurement products and analytics dashboards for ongoing tracking and optimization of paid media campaigns.

Data-Driven Marketing Product Development:

  • Collaborate with creative, media, and technology teams to define rules and logic powering dynamic creative generation.
  • Ensure data-driven marketing outputs align with campaign goals, performance insights, and audience needs.
  • Continuously improve measurement frameworks and feedback loops to enhance campaign effectiveness.

Collaboration & Stakeholder Engagement:

  • Partner with internal teams, state stakeholders, and external agencies to align analytics strategies with campaign objectives.
  • Translate complex measurement requirements into technical solutions and actionable insights.
  • Provide training, guidance, and support to stakeholders to encourage self-service analytics and informed decision-making.

Qualifications & Skills:

  • 5+ years of experience in marketing analytics, data strategy, or MarTech operations; or 3+ years with a graduate degree in Data Science, Statistics, Economics, Applied Mathematics, or related fields.
  • Proven leadership in analytics, measurement, or data operations in a marketing or advertising context.
  • Hands-on experience with Google Analytics 4, Google Tag Manager, BI tools (Domo, Tableau, Power BI), and multi-channel marketing analytics.
  • Proficiency in SQL, Python, R, and ETL management in databases like Postgres, BigQuery, or DynamoDB.
  • Expertise in statistical modeling, attribution methodologies, media mix modeling, and performance optimization for multi-channel campaigns.
  • Strong communication skills to translate complex datasets into clear, actionable insights for diverse stakeholders.
  • Portfolio or examples of dashboards, visualizations, and data products you have built.

Compensation & Benefits:
Annual salary of $128,328, with medical, dental, vision coverage, paid leave, retirement plan options, and additional fringe benefits.
