RAPID focuses on timely and flexible humanitarian assistance during sudden and protracted crises, while EMPOWER works to strengthen local humanitarian organisations and their ability to respond effectively to emergencies.
What Does the Technical Advisor I, MEAL Do?
The Technical Advisor I, MEAL will provide technical guidance and support on monitoring, evaluation, accountability and learning across programme design and implementation.
The role will help Country Program teams strengthen programme quality, improve data use and develop effective MEAL systems. The successful candidate will provide support remotely and, when required, in-country.
Key responsibilities include developing and implementing MEAL strategies, standards, tools and best practices. The position will also help integrate areas such as gender, protection mainstreaming and disaster risk reduction into programme approaches.
Another important responsibility involves supporting data collection, management, analysis and visualisation. The advisor will help teams develop digital data-collection tools, improve data quality and establish feedback, complaints and response mechanisms.
Proposal Development and Programme Design
The Technical Advisor will also contribute to the MEAL components of project proposals and technical designs.
This includes advising programme teams on donor requirements, developing indicators, designing MEAL systems and ensuring proposals align with CRS policies and donor expectations.
Candidates with experience working with major humanitarian donors will therefore have an advantage. Knowledge of requirements associated with U.S. Government, EU/ECHO and UN agencies is particularly valuable.
Training, Coaching and Capacity Strengthening
A major component of the position is helping staff and partners strengthen their MEAL knowledge and capabilities.
The successful candidate may contribute to training strategies, develop curricula and tools, conduct workshops and provide coaching and mentoring. They will also analyse programme data, document lessons learned and share best practices to support evidence-based decision-making.
Strong communication, facilitation and relationship-management skills are therefore important for this position.
Who Can Apply?
CRS is seeking an experienced MEAL professional with a bachelor’s degree in international development, statistics, economics, microfinance or another relevant field.
Applicants should have:
- Five to eight years of relevant professional experience
- At least two years of field-based MEAL experience
- Experience developing project indicators and data-collection methodologies
- Experience analysing and presenting programme data
- Experience developing MEAL tools, evidence and learning products
- Experience delivering training, mentoring or coaching
- Strong knowledge of descriptive statistics and database management
- Experience with project design and proposal development
- Knowledge of humanitarian principles, standards and systems
A master’s degree in a related discipline is preferred.
Experience in humanitarian programming, business development and donor engagement is also desirable.
Technical Skills and Languages
Applicants should be proficient in Microsoft Office applications, including Excel, Word and PowerPoint.
Experience administering digital data-collection platforms such as Kobo and/or CommCare is required. Candidates should also have strong analytical, strategic-thinking and problem-solving abilities.
Language skills are particularly important. English and Spanish proficiency, both verbal and written, is required, while French is considered an advantage.
Remote Work and International Travel
Although the position is listed as remote in the United States, candidates must be willing and able to travel up to 50%. The role may involve working in difficult or stressful environments and supporting programmes wherever agency needs require.
CRS notes that employment is subject to the candidate being legally authorised to work where the position is performed. The organisation also prioritises candidates who are citizens or permanent residents of countries where CRS operates.
