About the Technical Advisor I, MEAL Role
The Technical Advisor I, MEAL will provide technical advice and support on monitoring, evaluation, accountability and learning across program design and implementation.
The successful candidate will advise Country Program teams on MEAL systems, program quality, donor requirements and best practices. The role will contribute to improving how effective, adaptive and innovative CRS programming is across different humanitarian and development contexts.
The position will support both RAPID and EMPOWER, including emergency responses and remote and in-country MEAL system implementation.
Key Responsibilities
The Technical Advisor will have a wide range of responsibilities, including supporting the development and implementation of MEAL strategies, standards, tools and best practices.
Key duties include:
- Providing MEAL technical solutions to Country Program teams.
- Supporting data collection, management, analysis and visualization.
- Developing monitoring and reporting processes.
- Strengthening feedback, complaints and response mechanisms.
- Contributing to MEAL components of proposals and project designs.
- Helping teams integrate donor MEAL requirements into project approaches.
- Designing and customizing digital data collection forms.
- Supporting the development and maintenance of MEAL Operating Manuals.
- Conducting MEAL training, workshops and coaching.
- Collecting and analysing program data.
- Documenting lessons learned and best practices.
- Participating in MEAL forums and maintaining relationships with donors, research institutions and peer organisations.
The role will therefore suit professionals who can combine strong technical MEAL expertise with communication, training, relationship management and strategic thinking.
Qualifications and Experience
CRS requires candidates to have a bachelor’s degree in international development, statistics, economics, microfinance or another related field.
Applicants should have five to eight years of relevant professional experience, ideally with an international NGO, as well as at least two years of field-based MEAL experience.
Candidates must demonstrate experience in project MEAL, including developing indicators, data collection tools and methodologies, data analysis and data presentation.
Experience developing curricula, tools and evidence products for MEAL and transferring knowledge through training, mentoring or other learning approaches is also required.
A master’s degree in a related field is preferred. Experience in humanitarian programming, business development, proposal development and donor engagement would strengthen an application.
Technical Skills
Applicants should be proficient in Microsoft Office applications, including Excel, Word and PowerPoint.
Experience with digital data collection systems is particularly important. Kobo and/or CommCare administration experience is required.
The position also requires knowledge of descriptive statistics, database development and management, humanitarian principles, standards and systems, and donor requirements.
Knowledge of major emergency donors, including the US Government, EU/ECHO and UN agencies, is also desirable.
Language Requirements
Candidates must have proficiency in English and Spanish, both verbally and in writing.
French is an advantage.

Travel and Working Conditions
Although the position is listed as remote in the United States, the successful candidate must be willing and able to travel up to 50%.
