Overview of the MEAL Senior Officer Position

The position reports to the MEAL & Technical Assistance Manager and works closely with:

The role may be carried out from CESVI headquarters or remotely from home. Approximately 50% of working time is expected to involve missions to CESVI countries of operation, alongside possible participation in meetings and training sessions at CESVI offices in Bergamo or Milan.

Key Responsibilities of the MEAL Senior Officer

Strengthening Assessments and Evidence Collection

The MEAL Senior Officer will support the design and implementation of humanitarian assessments that inform programme development.

Responsibilities include:

• Supporting initial, rapid, and in-depth needs assessments.
• Developing assessment terms of reference and data collection protocols.
• Providing guidance on qualitative and quantitative data collection methods.
• Supporting effective analysis of humanitarian needs.

Developing Monitoring and Evaluation Systems

The officer will coordinate the development and implementation of strong M&E frameworks across CESVI projects.

Key duties include:

Improving Accountability Systems

Digital Data Systems and Knowledge Management

Required Qualifications and Experience

• A Bachelor’s or Master’s degree in Economics, Statistics, Political Sciences, International Development, or a related field.
• At least five years of experience in MEAL roles within humanitarian or development sectors.
• Strong understanding of the Humanitarian Programme Cycle.
• Experience conducting humanitarian assessments using qualitative and quantitative methods.
• Advanced knowledge of MEAL tools and methodologies.

Candidates should also have experience with:

• Digital data collection platforms such as KoBo Toolbox, CommCare, or Red Rose.
• Data visualization tools including Power BI.
• Logical frameworks and Theory of Change approaches.
• Institutional donor requirements from organizations such as the European Union, UN agencies, and international donors.
• Humanitarian coordination mechanisms and Cluster Systems.
