About the MEAL Manager Role

The successful candidate will provide strategic leadership for Monitoring, Evaluation, Accountability, and Learning across NRC’s Human Mobility Hub and its partner-led programmes.

Working within a dynamic multi-country structure, the MEAL Manager will oversee the development and implementation of robust MEAL systems while ensuring evidence, community feedback, and continuous learning drive high-quality humanitarian programming.

The role involves close collaboration with programme teams, local partners, senior leadership, and NRC’s Global MEAL Unit to improve programme effectiveness and strengthen organizational learning.

Key Responsibilities

The MEAL Manager will lead several strategic initiatives, including:

• Designing and continuously improving MEAL strategies, systems, standards, and Standard Operating Procedures (SOPs).
• Strengthening partner-led programmes through technical support, quality assurance, and capacity building.
• Developing learning agendas, programme evaluations, and evidence-generation initiatives that inform strategic decisions.
• Promoting accountability by enhancing community feedback mechanisms and ensuring affected populations influence programme design.
• Supporting donor proposal development through the creation of logframes, theories of change, indicators, and MEAL budgets.
• Building and facilitating a vibrant MEAL Community of Practice that encourages peer learning and knowledge sharing.
• Promoting ethical data management, safeguarding, data protection, and Safe and Inclusive Programming across all MEAL activities.
• Leading the implementation of digital MEAL systems and information management platforms.
• Mentoring MEAL staff and partner organizations while fostering innovation, collaboration, and continuous improvement.

Who Should Apply?

NRC is seeking experienced professionals who combine technical expertise with strong leadership and partnership skills.

Applicants should possess:

• At least six years of progressive MEAL experience
• A minimum of three years in a management role within an international NGO
• Experience supporting humanitarian or displacement programmes in complex or post-conflict settings
• Strong expertise in monitoring, evaluation, research, accountability, learning, and information management
• Proven experience strengthening partner-led MEAL systems
• Excellent analytical skills with the ability to convert complex data into practical programme improvements
• Experience using digital data collection platforms and conducting programme evaluations
• Strong facilitation, coaching, communication, and stakeholder engagement skills
• Fluency in English and Arabic (French is considered an advantage)

Duty Stations and Contract Details

The position may be based in one of the following locations:

• Amman, Jordan
• Damascus, Syria
• Beirut, Lebanon
• Tunis, Tunisia

The successful candidate will receive:

• A fixed-term six-month contract, with the possibility of renewal depending on funding availability
• Approximately 30% travel to operational areas
• Salary and benefits according to Grade 9 of NRC’s grading structure
