A new consultancy opportunity from the Basel Institute on Governance seeks an experienced National Carbon Markets Expert in Ghana to support research and policy development aimed at strengthening transparency and accountability in carbon markets.

Project Overview: Carbon Markets Corruption Risk Mitigation
The consultancy supports a major project designed to identify corruption risks in carbon markets and develop safeguards that enhance transparency and trust.
Carbon markets allow organizations or countries to offset their emissions by investing in environmental projects such as forest conservation. However, these markets can face challenges related to governance, transparency, and accountability.
The project aims to:
- Identify corruption patterns within carbon markets
- Conduct consultations with national and international stakeholders
- Develop global guidelines for corruption risk mitigation
- Promote equitable benefit-sharing mechanisms
The research will involve consultations in three countries:
- Ghana
- Cameroon
- Indonesia
The final outcome will be a set of gender-sensitive international guidelines designed to strengthen governance in global carbon markets.
Role of the National Carbon Markets Expert
The selected consultant in Ghana will work closely with specialists from the Basel Institute on Governance as well as international carbon market experts.
The consultant will support research and consultations that examine how carbon markets function within Ghana and identify governance vulnerabilities that may create corruption risks.
Key areas of work include:
- Mapping stakeholders involved in the carbon market value chain
- Analyzing financial structures and business processes
- Assessing national policies and regulatory frameworks
- Supporting multi-stakeholder consultations
- Contributing to the development of global guidelines
This role is critical for ensuring that local perspectives and policy contexts are reflected in the international recommendations.
Key Activities and Timeline
The consultancy will span approximately 30 working days between March and December 2026.
Major activities include:
Policy and governance advisory
- Provide expert advice on policy debates and governance challenges related to carbon markets
- Identify regulatory gaps affecting transparency and compliance
Stakeholder engagement
- Help identify key stakeholders such as policymakers, industry actors, NGOs, and community representatives
- Participate in organizing national consultations
Research and analysis
- Conduct policy mapping and analysis of Ghana’s carbon market framework
- Assess governance vulnerabilities and corruption risks
Reporting and knowledge development
- Draft a country-level corruption risk assessment report
- Provide input to the development of global anti-corruption guidelines for carbon markets
Expected Deliverables
The consultant will produce several deliverables during the project period, including:
- Stakeholder mapping of Ghana’s carbon market landscape
- Policy analysis of governance structures and regulatory frameworks
- Contributions to adapting the Green Corruption methodology for carbon markets
- Participation in national consultations and workshops
- Drafting the country corruption risk assessment report
- Providing input to the final global corruption mitigation guidelines
These outputs will support international efforts to improve transparency and governance in climate finance mechanisms.
Required Qualifications and Expertise
Candidates applying for this consultancy should have strong technical knowledge of carbon markets and climate policy.
Minimum qualifications include:
- At least 5 years of experience in the carbon market sector
- Expertise in carbon offset and carbon credit methodologies
- Understanding of emission trading systems (ETS) and voluntary carbon markets (VCM)
- Strong skills in policy analysis and regulatory research
- Experience engaging with government officials, industry actors, and NGOs
Additional advantages include:
- Experience in corruption prevention or governance reforms
- Background in environmental policy or climate finance initiatives
