About the Project Manager Consultancy
The Project Manager will be responsible for the overall operational management, administrative oversight and contract compliance of the program.
The role will cover two key components: Cross-Border Collaborative Journalism and Evidence-Based Media Training.
The successful consultant will ensure that project activities remain on schedule, contractual obligations are fulfilled and project documentation is maintained to a high standard.
The Project Manager will also act as an important link between field operations and MiCT headquarters, ensuring that project teams remain aligned with organizational requirements.
Key Responsibilities
A major responsibility will be project oversight and administration. The consultant will coordinate implementation, monitor milestones and help ensure that activities are delivered according to the agreed project plan.
The role will also involve regular communication with MiCT headquarters. The Project Manager will provide progress updates and compliance information while ensuring that field-level developments are communicated effectively to senior management.
Financial and contractual administration will be another important area. Responsibilities include managing sub-grants, expert contracts, consultant payments and participant stipends. The consultant will also work with the finance team to maintain accurate financial records and ensure compliance.
Because the project operates in potentially sensitive environments, risk management and security will be particularly important. The successful candidate will monitor political, legal and operational risks and help implement appropriate safety, data protection and “Do No Harm” measures.
The consultant will also supervise and support project personnel, including local coordinators, trainers, mentors and monitoring and evaluation experts.
Finally, the Project Manager will oversee the preparation of narrative progress reports and the final consolidated project report.
Key Deliverables
The consultancy will require several important outputs, including:
- A detailed project implementation and financial tracking plan
- Fully executed sub-grant agreements and consultant contracts
- Monthly progress reports
- Activity verification and monitoring documentation
- A final consolidated project narrative and administrative report
These deliverables will help MiCT monitor progress, maintain accountability and demonstrate project results.
Qualifications and Experience
The opportunity is aimed at experienced professionals rather than entry-level applicants.
Candidates should have an advanced degree in International Development, Media Studies, Business Administration or a related discipline.
Applicants are expected to have approximately 5–7 years of experience managing international media development or human rights projects, particularly in Iraq and/or the MENA region.
Experience with donor-funded projects, sub-grants and remote or freelance teams is highly relevant.
Candidates should also understand the challenges surrounding press freedom, media safety and ethical reporting in politically constrained environments.
Language ability is an important requirement. Applicants need full professional proficiency in both English and Arabic, including written and spoken communication.
Strong organizational, coordination, financial management, risk management and reporting skills will also be valuable for this position.
