MAG Seeks Consultant for 4th Independent Review of Safeguarding Practice and Culture

Global humanitarian organisation Mines Advisory Group (MAG) is inviting expressions of interest from experienced safeguarding consultants or consultancy groups to conduct its 4th Independent Review of Safeguarding Practice and Culture. The consultancy assignment is scheduled for completion by September 2026 and offers an important opportunity for experts in safeguarding, humanitarian accountability, and organisational culture to contribute to strengthening global safeguarding standards.

Purpose of the Independent Safeguarding Review

MAG has consistently invested in strengthening safeguarding culture and practices throughout the organisation. Since 2018, the organisation has conducted three independent safeguarding reviews to assess progress and improve systems, policies, and accountability mechanisms.

The upcoming 4th review aims to evaluate:

• Safeguarding awareness and understanding across MAG
• Organisational safeguarding culture and practices
• Existing safeguarding tools and systems
• Safeguarding approaches involving partners and communities
• Alignment with humanitarian sector standards and obligations

The review will also help MAG identify practical recommendations to further strengthen safeguarding procedures while adapting to evolving humanitarian sector expectations.

Key Areas of Focus

Unlike previous reviews that broadly examined safeguarding implementation across the organisation, this review will focus specifically on two strategic areas:

Strengthening Community and Partner Safeguarding Practices

The consultant will assess how MAG engages with partners and communities in relation to safeguarding responsibilities and protection measures. Recommendations will be expected to improve safeguarding accountability and risk management within external partnerships and community engagement activities.

Reviewing the Safeguarding Self-Assessment Tool

MAG also seeks an evaluation of its safeguarding self-assessment tool to determine whether it remains fit for purpose. The review should consider:

• Organisational safeguarding strategy
• Internal safeguarding policies
• External donor and sector obligations
• Best practices within the humanitarian and international development sector

The consultant will be expected to recommend updates or adjustments to improve the effectiveness of the tool.

Expected Deliverables

The selected consultant or consultancy team will prepare a detailed report measuring MAG’s safeguarding progress while identifying gaps and opportunities for improvement.

The final report should include:

• A broad assessment of MAG’s safeguarding culture and practices
• Recommendations for strengthening safeguarding systems
• Guidance on improving safeguarding practices with partners and communities
• An evaluation of the safeguarding self-assessment tool
• Action-oriented recommendations aligned with sector standards

MAG intends to publish a summary of the review recommendations along with a management response as part of its accountability commitment to stakeholders, donors, and communities.

Proposed Methodology

MAG has outlined an initial methodology for the consultancy assignment, although consultants are encouraged to submit their own detailed approach and work plan.

The consultancy is expected to include:

• Clarifying the review scope with MAG leadership
• Conducting desk reviews of policies and safeguarding documents
• Reviewing training plans and case management systems
• Facilitating online interviews and focus group discussions
• Engaging staff across different roles, levels, and country locations

Consultants may also be required to document and recommend responses if previously unreported safeguarding concerns emerge during the review process.

Profile of the Ideal Consultant

MAG is seeking highly qualified safeguarding professionals with strong humanitarian sector expertise. Applicants should demonstrate:

• Independence from MAG
• Extensive safeguarding knowledge and experience
• Expertise within humanitarian and international development sectors
• Experience conducting organisational reviews and assessments
• Strong analytical and reporting skills
• Ability to work across multicultural and international environments

Consultants with prior experience supporting safeguarding systems in NGOs, international charities, or humanitarian agencies may be particularly well suited for this opportunity.
