Lutheran World Federation (LWF) World Service is Seeking for a Roving Emergency Coordinator – Apply Before 27 February 2026

The Lutheran World Federation (LWF) World Service is recruiting a Roving Emergency Coordinator (REC) to strengthen its global humanitarian response capacity. This part-time consultancy role, starting in March/April 2026, is home-based with frequent international travel and requires flexibility for rapid deployment to emergency contexts.

LWF maintains operations in challenging contexts including South Sudan, Haiti, Chad, Venezuela, and Syria. In response to an increasingly unpredictable emergency landscape, LWF is strengthening its global surge model through the creation of a Roving Emergency Coordinator position.

Role Purpose

The Roving Emergency Coordinator provides on-demand technical and operational support to LWF Country Programs worldwide. The role enhances preparedness, strengthens emergency response systems, and ensures consistent application of humanitarian standards across the global portfolio.

The REC works under the supervision of the Global Humanitarian Coordinator and contributes to building a scalable and efficient global emergency support structure.

Key Responsibilities

Surge Support in Emergencies

  • Deploy at short notice to support Level 3 (L3) emergencies and major crisis escalations
  • Conduct or support rapid needs assessments
  • Provide operational and technical guidance to scale emergency interventions
  • Support development of emergency appeals, proposals, and donor submissions
  • Offer remote technical support between deployments

Technical Support and Capacity Strengthening

  • Provide guidance on response design, implementation, and quality assurance
  • Deliver training on:
    • Emergency preparedness
    • Disaster Risk Reduction (DRR)
    • Core Humanitarian Standard (CHS)
    • Sphere Standards
    • Do-No-Harm principles
    • LWF Code of Conduct
  • Strengthen Emergency Preparedness and Response Plans
  • Support establishment of agile Humanitarian Response Teams
  • Provide sectoral expertise, particularly in:
    • Education in Emergencies (EiE)
    • Water, Sanitation and Hygiene (WASH)

Preparedness and Country Support

  • Support scenario planning and risk monitoring
  • Assist with humanitarian context analysis
  • Identify capacity gaps and coordinate training support
  • Strengthen preparedness capacities of member churches

Emergency Roster Management

  • Support onboarding of internal emergency roster members
  • Contribute to development of generic Terms of Reference for deployments
  • Coordinate deployments in collaboration with country programs

Coordination and Representation

  • Engage with UN clusters, ACT Alliance partners, INGOs, and coordination platforms
  • Represent LWF in humanitarian coordination meetings when required
  • Facilitate cross-country learning and information sharing

Required Qualifications

Education

  • University degree in emergency response, development assistance, political science, social science, or related field

Experience

  • Minimum 10 years’ professional experience in humanitarian emergency response in field settings
  • Strong understanding of humanitarian principles and sector standards
  • Experience in rapid assessments and emergency project implementation
  • Demonstrated ability to deliver training and strengthen capacity
  • Experience with UN clusters and inter-agency coordination mechanisms
  • High adaptability, resilience, and stress management

Language Requirements

  • Advanced English
  • Proficiency in at least one of the following:
    • French
    • Spanish
    • Arabic
