Purpose of the Consultancy

• The SCI Localization Operating Model Guidance (2025)

The strategy will define how SCI oPt can transition toward more locally led programming and equitable partnerships while strengthening accountability, participation, and sustainability.

Two Consultant Roles Available

Save the Children is recruiting two consultants who will jointly lead the strategy development process alongside a Localization Task Force.

Consultant 1 – Strategic Lead

This role can be filled by either an international or national consultant and involves approximately 20 working days.

Key responsibilities include:

• Leading methodology and strategic design
• Providing technical guidance on localization
• Developing the localization roadmap and implementation framework
• Ensuring quality assurance across deliverables
• Supporting senior leadership consultations
• Finalizing the strategy and implementation plan

The Strategic Lead will focus heavily on high-level analysis, strategic direction, and alignment with global localization commitments.

Consultant 2 – Process & Engagement Lead

This position is intended for a national consultant based in the West Bank and includes approximately 30 working days.

Responsibilities include:

• Coordinating stakeholder engagement
• Facilitating workshops and consultations
• Supporting ecosystem mapping and contextual analysis
• Leading data collection and documentation
• Managing surveys and consultation summaries
• Ensuring local partner perspectives are reflected in the strategy

The role emphasizes participatory engagement and contextual understanding within the occupied Palestinian territory.

Key Areas of Work

The consultants will oversee the complete localization strategy development process over an estimated eight-week period between July and October 2026.

Major Consultancy Tasks Include

• Conducting localization maturity assessments
