Scope of the Research
The selected consultant will undertake a comprehensive study encompassing five country case studies to illustrate different models and experiences of local coordination. The study will address:
- Governance structures of LCCs
- Functional roles and responsibilities
- Strengths, challenges, and lessons learned
- Contributions to locally led humanitarian action
- Influence of broader humanitarian reforms on local coordination mechanisms
The research will be guided by extensive document reviews, interviews with key stakeholders, and engagement with partner networks to ensure the findings are robust, relevant, and actionable.
Consultant Responsibilities
The consultant will be responsible for:
- Inception Report: Developing a detailed research framework and methodology
- Literature Review: Conducting a comprehensive review of existing studies, reports, and documents
- Key Informant Interviews: Engaging with stakeholders across different contexts
- Country Case Studies: Producing and analyzing five in-depth country profiles
- Validation Process: Collaborating with partners to validate research findings
- Network Paper Production: Writing a 10,000–20,000 word report suitable for publication
The final paper will provide actionable recommendations for improving the effectiveness and visibility of local coordination committees, informing humanitarian practice globally.
Timeline and Budget
The consultancy is expected to run from April to July 2026, with the final paper due by 15 July 2026. The estimated budget for the assignment is USD 5,000–7,000.
