Call for Expression of Interest: Learning and Global Engagement Partner for Nabni – Building for Peace Facility-Apply before 31 Mar 2026

The Nabni – Building for Peace (B4P) Facility has announced a Call for Expression of Interest (EoI) for a Learning and Global Engagement Partner. Hosted by the Norwegian Refugee Council, this initiative aims to strengthen knowledge sharing, policy influence, and global collaboration around peacebuilding and post-conflict reconstruction in the Middle East and North Africa (MENA) region.

The opportunity is open to organizations with strong expertise in the humanitarian-development-peace nexus, localization, and post-conflict recovery. The selected partner will work closely with the Nabni – Building for Peace (B4P) Facility to generate insights, influence global discussions, and support locally led reconstruction efforts.

About the Nabni – Building for Peace Facility

The Nabni – Building for Peace (B4P) Facility is a fund management initiative designed to support locally led reconstruction and peacebuilding projects in communities affected by conflict. It focuses primarily on the Middle East and North Africa (MENA) region.

The program is hosted by the Norwegian Refugee Council and funded by the German Federal Ministry for Economic Cooperation and Development through the KfW Development Bank.

Nabni supports local civil society organizations working in key areas such as:

  • Infrastructure rehabilitation
  • Livelihood restoration
  • Good governance
  • Social cohesion
  • Community-level peacebuilding initiatives

Through this approach, the program aims to strengthen locally driven recovery and long-term stability in conflict-affected regions.

Key Responsibilities of the Selected Partner

The Learning and Global Engagement Partner will play a key role in knowledge creation and dissemination. Major responsibilities include:

Co-Production of Learning and Policy Outputs

The partner will collaborate with Nabni to develop research and knowledge products such as:

  • Case studies from peacebuilding initiatives
  • Thematic analyses on reconstruction and localization
  • Evidence-based reports and learning papers
  • Policy briefs targeting global decision-makers

These outputs will contribute to stronger evidence for effective peacebuilding and recovery strategies.

Organizing Learning and Policy Events

Another core component of the partnership is organizing events that encourage dialogue and knowledge exchange.

Examples include:

  • Learning workshops
  • Policy roundtables
  • Dissemination events
  • Conferences focused on reconstruction and peacebuilding

These events will help bring together practitioners, donors, policymakers, and researchers.

Participation in Global Policy Platforms

The selected partner will also work with Nabni to engage in relevant policy and learning forums at:

Target Countries and Geographic Focus

The partnership will primarily focus on countries affected by conflict in the Middle East and North Africa region. Special emphasis will be placed on:

Lessons and research generated through this partnership will help inform policy and practice across the wider humanitarian and peacebuilding sectors.

Eligibility Criteria

The Expression of Interest is open to organizations with strong experience and networks in relevant fields.

Eligible applicants include:

  • Think tanks
  • Academic institutions and universities
  • Non-governmental organizations (NGOs)
  • Policy and research institutes

Organizations applying for the partnership should demonstrate:

  • Proven expertise in peacebuilding and post-conflict recovery
  • Knowledge of the humanitarian-development-peace nexus
  • Experience working in the MENA region
  • Strong connections with policy, donor, and practitioner networks
  • A reputation as a thought leader and convenor in the sector

The selected partner is expected to play a significant role in shaping global discussions on reconstruction and localization.

Partnership Duration and Budget

The initial partnership will run for 18 months, with the possibility of renewal depending on:

  • Performance and results
  • Mutual interest between partners
  • Availability of funding

Applicants must include an indicative budget as part of their Expression of Interest. The proposal should also highlight the organization’s own contributions to the partnership, such as expertise, networks, or additional resources.

How to Apply

Interested organizations are required to submit an Expression of Interest (EoI) in English.

The application process includes the following steps:

  • Download the Terms of Reference (ToR) and EoI template from the Nabni website
  • Complete the EoI template according to the instructions
  • Include organizational experience, proposed approach, and indicative budget
  • Submit the completed EoI via email

The final deadline for submission is 31 March 2026 at 23:00 Amman time (GMT+3).
