The Climate-Resilient Labour Mobility Specialist will play a leading role in developing this vision and helping businesses understand how labour mobility can strengthen resilience rather than increase vulnerability.

About the Role

The consultant will lead the development of a Climate-Resilient Labour Mobility Framework for Business, a practical tool designed to help companies integrate climate adaptation and labour mobility considerations into their operations.

The specialist will work across IHRB’s Migration and Just Transition teams while contributing expertise to research, stakeholder engagement, policy development, and business outreach activities.

Although the framework will have global relevance, the consultant’s primary area of expertise should be Africa, with a particular focus on migration corridors connecting Africa and Gulf countries.

Key Deliverables

The consultancy centers around three major deliverables.

1. Climate Risk and Labour Mobility Analysis

The consultant will:

  • Conduct comprehensive desk research.
  • Map climate-related migration patterns.
  • Identify labour risks and worker vulnerabilities.
  • Analyze business exposure to climate-related workforce challenges.
  • Examine emerging practices and policy gaps.
  • Produce a detailed analytical report supporting the framework’s development.

The first draft is expected by September 2026, with revisions completed by October 2026.

2. Climate-Resilient Labour Mobility Framework

The consultant will design the project’s flagship output: a Climate-Resilient Labour Mobility Framework for Business.

Responsibilities include:

  • Reviewing IHRB’s Dhaka Principles for Migration with Dignity.
  • Conducting climate-focused gap analyses.
  • Developing practical principles and indicators.
  • Creating guidance for businesses operating in climate-exposed sectors.
  • Integrating insights from Africa, South Asia, and the Americas.
  • Ensuring usability for employers, recruitment agencies, brands, and investors.

The framework is expected to support businesses in managing climate-related workforce risks while protecting migrant workers’ rights.

3. Business Pilot Engagement

The consultant will also:

  • Identify pilot organizations in the Africa corridor.
  • Engage companies interested in testing the framework.
  • Support development of pilot commitments.
  • Contribute to dissemination activities.
  • Assist with preparation for IHRB’s Global Forum on Responsible Recruitment.

Qualifications and Experience Required

This consultancy is highly specialized and intended for senior professionals with substantial expertise.

Candidates should possess:

  • At least seven years of experience working at the intersection of climate change and labour migration.
  • Deep knowledge of labour migration dynamics across Africa.
  • Experience engaging policymakers, regional institutions, and governance actors.
  • Strong understanding of climate adaptation and resilience strategies.
  • Proven ability to develop frameworks, standards, or policy tools for businesses.
  • Experience working with major employers in sectors such as agriculture, construction, logistics, or supply chains.
  • Excellent English communication and writing skills.

The successful candidate must be capable of translating complex evidence into practical recommendations that businesses can implement.

Preferred Qualifications

Additional strengths include:

  • Familiarity with responsible recruitment practices.

Remote Work and Contract Details

This consultancy is fully remote and open globally.

However, IHRB strongly prefers candidates:

  • Based in Africa.
  • Possessing strong African networks.
  • Able to work across East Africa Time and India Standard Time.
  • Equipped with reliable internet access and their own work equipment.

The consultancy averages approximately 2.5 days per week over a 14-month period through September 2027.
