Organizational Unit

The Telecommunication Development Bureau (BDT) coordinates ITU’s efforts to expand ICT access globally. It focuses on development policies, strategies, technical cooperation, and programming to ensure affordable, secure, and high-quality telecommunications. BDT is structured into four departments:

  • Operations Coordination Department (DDR)
  • Projects, Partnerships & Digital Skills Department (PPS)
  • Digital Networks & Environment Department (DNE)
  • Digital Knowledge Society Department (DKS)

Role Overview

The Climate Change and Emergency Telecommunications Division seeks consultants to support green digital transformation projects. These projects aim to reduce ICT sector emissions, monitor energy consumption, and strengthen climate-resilient infrastructure. Beneficiaries include countries across Africa, Asia, the Pacific, and the Americas.

The consultant will assist the Climate Change Officer with initiatives such as:

  • Organizing workshops for ICT regulators to report environmental indicators.
  • Drafting digital net-zero transition plans aligned with national climate priorities.
  • Maintaining dashboards for tracking ICT sector climate footprints.
  • Conducting national needs assessments for data collection and capacity building.
  • Researching ICT greenhouse gas emissions, energy use, and climate commitments.
  • Preparing technical content for ITU Academy online courses.
  • Facilitating meetings with project teams and government representatives.
  • Compiling mission reports and workshop summaries.

Key Deliverables

The consultant will contribute to ITU’s net-zero ICT sector goals by delivering:

  • Updated dashboards tracking ICT sector emissions.
  • Workshops, webinars, and hybrid sessions using participatory approaches.
  • Draft net-zero transition plans for stakeholder review.
  • Studies on ICT sector energy use, emissions, and climate-resilient infrastructure.
  • Structured learning materials for ITU Academy’s online training programs.
  • Detailed mission and workshop reports.

Competencies Required

Candidates must demonstrate:

  • Expertise in climate data collection, reporting frameworks, and ICT environmental indicators.
  • Knowledge of decarbonization strategies, green ICT policies, and net-zero transition planning.
  • Experience designing capacity-building workshops and stakeholder consultations.
  • Technical proficiency in climate change, energy efficiency, and ICT sustainability strategies.

Qualifications

Education:

  • University degree in environmental science, environmental engineering, or a related field.
  • Advanced degrees are advantageous.

Experience:

  • Minimum seven years in climate change, ICT sustainability, or related areas, including three years at the international level.
  • Proven collaboration with local, national, and international stakeholders.
  • Research and technical reporting expertise in ICT climate impact.

Languages:

  • Advanced English required; intermediate knowledge of another UN official language is advantageous.
  • Local language knowledge may be preferred depending on the contract location.

Remuneration

The consultant will be compensated between USD 185–360 per day, based on experience.
