Global Surge Team Overview

The Global Surge Team is a roster of highly skilled humanitarian professionals available for short-term deployments to support IRC programs in emergency and non-emergency contexts. Members of the GST provide specialist support where talent is most needed, typically for deployments up to three months.

  • Flexible employment model: deployments required only 50% of the year, with optional additional deployments.
  • Deployments may include supporting existing programs or initiating new operations in crisis zones.
  • Focus on designing, managing, and implementing rapid, high-quality humanitarian responses.

Role Overview: Emergency Health Coordinator

The Emergency Health Coordinator provides leadership to ensure an effective, timely, and high-quality health response in emergency contexts. The role involves coordinating components of health interventions, including primary health, reproductive health, and nutrition, while ensuring adherence to national and international guidelines. Coordinators are expected to deploy within 72 hours of notification to the field, either in emergency or roving capacity.

Key Responsibilities

  • Conduct integrated health assessments and provide prioritized recommendations for interventions and strategies.
  • Design program responses and strategies, including determining geographic areas of intervention.
  • Draft technical proposals and budgets for international donors, collaborating with IRC grants and finance teams.
  • Lead health program implementation:
    • Staff recruitment and training
    • Workplan development
    • Procurement and inventory planning
    • Indicator and budget management
  • Prepare donor and management reports on grants and sector activities.
  • Develop monitoring and evaluation systems to improve program quality and efficiency.
  • Ensure compliance with IRC policies and procedures across program teams.
  • Represent IRC in coordination with agencies, clusters, government authorities, and donors.
  • Support media and communications initiatives as needed.
  • Promote an inclusive environment, valuing diverse perspectives and prioritizing staff capacity building.
  • Provide thorough handover to ensure sustainable programming.
  • Collaborate with technical units to integrate expert guidance into program responses.

Qualifications and Experience

  • Master’s or postgraduate degree in Public Health or equivalent.
  • Minimum 3–5 years of senior-level experience in emergency health or related fields.
  • Demonstrated leadership and program management in fast-paced, multifaceted environments.
  • Experience in emergency or start-up humanitarian contexts, including resource mobilization.
  • Strong oral and written communication skills; ability to present technical information clearly.
  • Fluency in English; working knowledge of French preferred.
  • Digital literacy: MS Word, Excel, and email applications required; MS Access, Project, and GIS preferred.
  • Ability to write and edit grant proposals, technical documents, and reports.
  • Effective people and program management under acute emergency conditions.
  • Flexible, focused, and reliable in dynamic environments.
