IRC Hiring Remote Consultancy for EMAP+ Resource Package Adaptation in Ethiopia – $350 Per Day
The International Rescue Committee (IRC) is inviting applications for an experienced consultant to support the adaptation, contextualisation and finalisation of the EMAP+ resource package for Ethiopia under the POWER programme.
This is a fully remote, part-time consultancy based around work connected to Ethiopia. The assignment is expected to last approximately six weeks, and the consultant will be paid US$350 per day, exclusive of applicable taxes.

About the POWER Programme
The POWER programme (2025–2027) supports gender-based violence prevention and response across Burundi, Ethiopia, Kenya, Somalia, South Sudan and Sudan.
The programme focuses on strengthening women-led organisations and supporting approaches that promote safety, gender equality and the prevention of violence against women and girls.
One of its objectives is to address harmful social norms and promote positive behaviour change.
The consultancy will contribute specifically to this work in Ethiopia by adapting the EMAP+ (Engaging Men through Accountable Practice Plus) methodology for the Ethiopian context.
About EMAP+
EMAP+ is designed to engage men and promote accountability among men and boys as part of efforts to prevent violence against women and girls.
For the methodology to be effective, its materials need to reflect the cultural, social and operational realities of the communities where they will be used.
The consultant will therefore help adapt the EMAP+ materials to ensure they are relevant to Ethiopia while maintaining the quality and core principles of the methodology.
The assignment will also capture lessons from the adaptation process so that the learning can potentially inform work in other POWER countries and different contexts within Ethiopia.
Key Responsibilities
The consultant will begin by reviewing and contextualising the remaining EMAP+ resource materials.
This includes the:
- Implementation guide
- Training guide
- Adult resource package for women
- Adult resource package for men
The consultant will work with IRC’s global and regional WPE teams to ensure that the materials are coherent, practical and appropriate for the Ethiopian context.
They will also present the adapted materials for technical review and validation.
Another important responsibility will be incorporating feedback from IRC technical teams. The consultant will participate in multiple review stages and ensure that comments are properly addressed before the final package is submitted.
Documenting the Adaptation Process
The consultant will maintain a simple record of important contextualisation decisions throughout the assignment.
For example, they may document changes to:
- Language
- Examples
- Scenarios
- Facilitation guidance
- Programme approaches
- Cultural references
The consultant will explain what was changed, why it was changed and how similar decisions could be made in other contexts.
At the end of the assignment, this information will be consolidated into a concise contextualisation and learning note.
The note will support the POWER programme’s partnership learning pillar and may also highlight lessons relevant to humanitarian policy and practice.
Expected Deliverables
The selected consultant will be responsible for several key deliverables.
1. Adapted and Finalised EMAP+ Materials
The consultant will review, contextualise and finalise the implementation guide, training guide and adult resource packages for women and men.
The indicative timeline for this stage is three weeks.
2. Feedback Incorporated – Round One
The consultant will receive feedback from the East Africa WPE Technical Advisor and WPE Technical Coordinator and incorporate the required changes.
The indicative timeline is one week.
3. Feedback Incorporated – Round Two
The consultant will incorporate feedback from the WPE Global Practice Lead and confirm that the required revisions have been completed.
The indicative timeline is another one week.
4. Contextualisation and Learning Note
The consultant will produce a concise document explaining the major adaptation decisions, their rationale and lessons that may be useful in other POWER countries or different operational and cultural contexts within Ethiopia.
5. Final Package and Report
At the conclusion of the assignment, the consultant will submit the final EMAP+ resource package, recommendations and a short consultancy report.
Who Can Apply?
The IRC is seeking an experienced professional with a degree in Gender Studies, Social Work, Social Marketing, Behavioural Sciences, Social Anthropology or a related discipline.
Applicants must have at least seven years of professional experience in areas such as:
- GBV prevention
- Behaviour change programming
- Male engagement
- Gender programming
- Community organising
- Social change programming
Candidates should have demonstrated experience adapting and contextualising social change curriculum materials for different cultural settings.
Experience working with women-led organisations and partner-centred protection or social change approaches is also desirable.
Additional Requirements
Familiarity with the Ethiopian humanitarian context is important for this consultancy.
Knowledge of Amharic or another relevant local language would be an advantage.
Familiarity with the EMAP curriculum is also considered a plus.
Applicants must be fluent in English and demonstrate strong facilitation, communication and cross-cultural skills.
The successful consultant should also be able to translate programme experience into clear written learning and recommendations.
Location and Working Arrangements
The consultancy is listed as Fully Remote, with the location associated with Addis Ababa, Ethiopia.

Because the consultancy is part-time and expected to last around six weeks, the total earnings will depend on the final level of effort and number of approved consultancy days.
