The International Rescue Committee (IRC), a leading humanitarian organization, is actively seeking a Supply Chain Coordinator for its Global Surge Team (GST). This role is designed for experienced humanitarian logistics professionals ready to deploy on short notice to support emergency and non-emergency programs worldwide.

About the Global Surge Team

The Global Surge Team is a roster of highly qualified humanitarian professionals deployed to meet urgent operational needs. Surge Team members:

  • Support both existing country programs and new emergency initiatives.
  • Undertake deployments of up to three months, depending on operational demand.
  • Provide specialist technical support to enhance the IRC’s rapid response capabilities.
  • Work flexibly with opportunities for additional deployments based on interest and availability.

Role Overview

The Supply Chain Coordinator ensures the efficient management of all supply chain operations in emergency settings. The role focuses on procurement, logistics, warehousing, inventory, and compliance, ensuring that humanitarian aid reaches affected populations quickly and effectively.

Key Responsibilities

Emergency Response

  • Provide technical oversight of all supply chain functions in emergency operations.
  • Ensure supply chain processes align with IRC Global Supply Chain (GSC) standard operating procedures.
  • Serve as the primary voice for supply chain operations within deployed units.
  • Support existing programs with capacity gaps or additional operational needs.

Planning and Procurement

  • Participate in project cycle meetings, including design, planning, opening, review, close-out, and learning sessions.
  • Develop and maintain emergency procurement plans and country-level sourcing strategies.
  • Ensure compliance with IRC and donor procurement policies for goods and services, including pharmaceuticals and medical equipment.
  • Oversee procurement processes, maintain accurate documentation, and provide training to in-country teams.
  • Monitor supplier performance and manage procurement waivers with leadership approval.

Inventory, Warehousing, and Logistics

  • Implement IRC inventory policies, including cycle counts, discrepancy reporting, and pharmaceutical quality assurance.
  • Ensure proper warehousing safety, asset maintenance, and grant inventory reporting.
  • Manage vehicle fleets, fuel consumption, registration, licenses, insurance, and movement tracking.
  • Develop tools and processes to optimize logistical efficiency and compliance.

Learning, Development, and Compliance

  • Develop staff training and development plans aligned with operational needs.
  • Ensure all supply chain personnel adhere to IRC code of conduct, conflict of interest, and SOPs.
  • Identify supply chain risks, implement mitigation plans, and ensure ethical operations.
  • Support audits, donor assessments, and internal reviews with corrective action planning.

Requirements

  • Ability to deploy within 72 hours of notification for up to 12 weeks.
  • University degree and professional certification in supply chain management, or equivalent experience.
  • Minimum of 4 years managing humanitarian supply chain operations in multiple contexts.
  • Experience in INGO supply chain management, emergency response, and procurement regulations (USG, EU, DFID, UN).
  • Strong team-building and operational leadership skills, with experience establishing new operations.
  • Proficiency with computer systems, communication equipment, and driving manual 4WD vehicles.
  • Bilingual candidates (English/French) preferred; Arabic or Spanish is advantageous.
  • Experience in medical logistics and pharmacy is an asset.
  • Prior emergency response experience is highly desirable.
