The Inter-Parliamentary Union (IPU) is inviting applications for a consultancy opportunity focused on conducting a Gender Analysis of the IPU Committee on the Human Rights of Parliamentarians (CHRP) casework. This Geneva-based consultancy seeks an experienced researcher with expertise in gender analysis, human rights, political participation, and qualitative and quantitative research.

The consultant will review 26 years of casework involving parliamentarians whose rights have been violated and develop a publication highlighting trends, findings, and recommendations to strengthen gender sensitivity in human rights protection mechanisms.

Purpose of the Consultancy

The IPU aims to examine CHRP casework through a gender perspective to better understand how women and men parliamentarians experience human rights violations differently.

The consultancy will analyze whether gender-specific factors have been recognized and addressed in cases involving women parliamentarians, including situations involving:

• Gender-based threats and intimidation.
• Sexualized attacks.
• Discrimination linked to political participation.
• Identity-based targeting.
• Family-related pressure.
• Violence against women in politics.

The findings will help strengthen future approaches to protecting parliamentarians and improving gender-sensitive responses.

Key Responsibilities

The selected consultant will be responsible for:

• Reviewing digital and paper CHRP case files from the past 26 years.
• Collecting and analyzing quantitative data involving women and men parliamentarians.
• Identifying patterns and trends in human rights violations.
• Examining gender dimensions in cases involving women MPs.
• Assessing how the CHRP and IPU Secretariat addressed gender-related concerns.
• Reviewing protection measures, solutions, and forms of redress provided.
• Consulting IPU staff, experts, former CHRP members, and relevant stakeholders where appropriate.
• Developing a methodology and structure for the publication.
• Writing a concise booklet presenting findings and conclusions.
• Preparing internal recommendations for improving gender sensitivity within CHRP processes.
• Presenting findings and recommendations to IPU stakeholders.

Consultancy Deliverables

The consultant will produce several key outputs, including:

Inception Note and Workplan

The consultant will prepare a document outlining:

• Research methodology.
• Timeline.
• File review approach.
• Proposed structure of the final publication.

Data and Analytical Framework

The consultant will develop an initial framework for analyzing:

• Quantitative trends.
• Gender indicators.
• Case categories.
• Approaches to gender-sensitive case handling.

Draft and Final Booklet

The consultant will prepare a publication suitable for online dissemination that presents:

• Research findings.
• Case trends.
• Gender analysis.
• Conclusions and recommendations.

A final version will be produced after incorporating feedback from the IPU Secretariat.

Internal Recommendations Report

The consultant will provide practical recommendations aimed at improving:

• Gender-sensitive case review procedures.
• Protection measures.
• Follow-up processes.
• Responses to violence against women in politics.

Candidate Requirements

Applicants should demonstrate strong expertise in human rights research, gender analysis, and policy development.

Required qualifications include:

• Advanced university degree in law, human rights, political science, gender studies, international relations, or related fields.
• Strong knowledge of international human rights law and mechanisms.
• Experience analyzing gender-based violence, women’s political participation, or violence against women in politics.
• Experience conducting qualitative and quantitative research.
• Ability to review and code large amounts of documentary information.
• Ability to handle sensitive human rights information confidentially.
• Understanding of parliamentary work and political risks faced by elected representatives.
• Experience producing policy-focused reports and publications.
• Ability to develop practical institutional recommendations.
• Excellent English writing skills.
• Ability to read French and/or Spanish is highly desirable.
• Strong organizational skills and ability to work independently.

Location and Duration

The consultant must be based in Geneva, Switzerland, or able to work regularly from Geneva during the consultancy period.

The role requires:

• Access to physical and digital CHRP case files at IPU headquarters.
• Regular collaboration with IPU Human Rights Programme and Gender Partnership Programme teams.
• Up to 60 working days based on a 7.5-hour working day.

The consultancy is expected to begin in early September 2026 and conclude by mid-December 2026.
