About the International Planned Parenthood Federation

IPPF is a global sexual and reproductive health and rights organisation working through a network of national Member Associations in more than 150 countries. Its work combines service delivery, advocacy and movement-building to advance sexual and reproductive health and rights.

AI has become an organisational priority for IPPF for 2026–27. The Federation is therefore looking to establish practical guidance that can help staff and Member Associations use AI for research while maintaining appropriate standards for privacy, safeguarding, ethics and responsible data management.

The guidance will build on existing external good practice rather than starting from scratch. It will be adapted to IPPF’s values, governance structures and international operating environment.

What the Consultancy Will Cover

The assignment consists of three connected components designed to create a practical and scalable approach to AI use across the Federation.

The consultant will be expected to:

  • Develop Federation-wide AI-for-research guidance.
  • Map AI practices and needs among European Network Member Associations.
  • Consult Member Associations across IPPF’s other five regions.
  • Identify risks, safeguards and mitigation measures.
  • Develop practical tools, examples and decision-making resources.
  • Support stakeholder validation and adoption.

The guidance will cover the wider research lifecycle, including monitoring, evaluation, learning and everyday evidence-related work.

Key Responsibilities

The successful consultant will begin with an inception phase to establish the scope of AI use, research activities, tools and consultation methodology.

Key responsibilities will include:

  • Conducting a rapid review of existing AI-for-research guidance.
  • Designing an AI practice and needs-mapping instrument.
  • Conducting structured interviews with selected European Member Associations.
  • Carrying out an EN-wide survey.
  • Consulting Member Associations across five additional regions.
  • Developing an anonymised risk and mitigation matrix.
  • Translating technical and policy information into accessible guidance.
  • Developing decision trees, comparison tables and one-page cheat sheets.
  • Facilitating two online validation workshops.
  • Producing an adoption and implementation pack.

The consultant will also need to ensure that the guidance clearly establishes boundaries around sensitive and service-user data.

Data Protection, Safeguarding and Ethical Considerations

Responsible AI use is central to the assignment. Client-level records and interview materials will initially remain outside the permitted scope because they may contain confidential or high-risk information.

The guidance will need to align with relevant organisational and international standards, including:

  • IPPF IT Policy 2025.
  • IPPF Data Management Strategy.
  • IPPF Privacy Notice.
  • IPPF Safeguarding Policy.
  • EU and UK GDPR requirements.
  • Relevant international AI and data-governance frameworks.
  • OECD, UNESCO, Council of Europe and WHO standards.

The consultant will also be expected to follow informed-consent, confidentiality and anonymisation requirements when conducting consultations.

Expected Deliverables

The consultancy will produce several important outputs throughout the contract period.

These include:

  • Inception note covering scope, methodology, tools and workplan.
  • EN Member Association AI mapping and risk/mitigation matrix.
  • Global Member Association AI-for-research report.
  • Draft Federation-wide AI guidance with a practical tool annex.
  • Final approved guidance designed for adaptation by Member Associations.
  • Adoption pack containing briefing and rollout materials.
  • Success measures and baseline indicators for future implementation.

The draft guidance is expected by 18 February 2027, with the final guidance and adoption materials due by 1 April 2027.

Who Should Apply?

The opportunity is suited to an individual, team or consultancy firm with a combination of AI, research and organisational development expertise.
