The International Planned Parenthood Federation (IPPF) has announced a new remote consultancy opportunity for experienced humanitarian advocacy professionals to develop a Humanitarian Advocacy Toolkit that will strengthen the ability of Member Associations (MAs) to influence humanitarian policies, funding decisions, and emergency response systems.
This consultancy is ideal for experts with extensive experience in humanitarian advocacy, sexual and reproductive health and rights (SRHR), capacity strengthening, and development of practical advocacy resources.
The successful consultant or consultancy team will work remotely with IPPF’s Humanitarian Team to create an accessible toolkit that supports organisations working in crisis settings, particularly across the Indo-Pacific and Arab World regions.

Remote Humanitarian Advocacy Consultant Opportunity
This consultancy position is fully remote, with no anticipated travel requirements. However, consultants should be flexible with working hours to collaborate effectively with IPPF teams and Member Associations across different time zones.
The selected consultant or consultancy team will be responsible for creating a practical toolkit that helps humanitarian organisations:
- Influence humanitarian policies and funding priorities.
- Engage with humanitarian coordination mechanisms.
- Develop effective advocacy strategies and messages.
- Strengthen locally led advocacy approaches.
- Promote meaningful participation of young people and marginalised communities.
- Improve SRHR advocacy during emergencies.
The consultancy will focus on making humanitarian advocacy tools practical, adaptable, and easy for organisations with different levels of experience to use.
Key Responsibilities and Deliverables
The consultant will lead several important activities throughout the assignment, including:
- Conducting a review of existing humanitarian advocacy resources and identifying best practices.
- Consulting with IPPF Member Associations to understand advocacy needs and challenges.
- Developing an inception report outlining methodology, timelines, and toolkit structure.
- Creating the first draft of the Humanitarian Advocacy Toolkit.
- Developing editable advocacy tools, templates, and guidance materials.
- Facilitating review sessions with IPPF teams and selected Member Associations.
- Delivering six interactive regional online workshops.
- Preparing workshop materials and facilitation resources.
- Producing a final toolkit incorporating feedback and lessons learned.
- Creating a presentation deck and video tutorial script to support future training.
The final toolkit will support organisations working across different humanitarian environments, including conflicts, natural disasters, climate emergencies, and long-term crises.
Who Can Apply?
IPPF is seeking consultants or small consultancy teams with strong experience in humanitarian advocacy and the humanitarian sector.
Ideal candidates should have:
- At least 8 years of professional experience in humanitarian advocacy.
- Experience working with humanitarian coordination systems such as clusters, Humanitarian Country Teams, government coordination structures, and civil society platforms.
- Proven experience developing advocacy toolkits, training materials, or guidance documents.
- Strong understanding of SRHR issues in humanitarian settings.
- Knowledge of gender equality, feminist humanitarian approaches, and locally led responses.
- Experience supporting national and community-based organisations.
- Excellent English writing and communication skills.
- Experience facilitating online workshops and consultations.
- Strong project management and organisational abilities.
Additional experience in areas such as donor engagement, youth participation, disability inclusion, and working with marginalised communities will be an advantage.
