Are you a strategic communications professional with experience in graphic design, knowledge management, programme reporting, and international development communications? The International Organization for Migration (IOM) is seeking a Consultant for Strategic Communication and Graphic Design under the CAPACITY Programme.

This consultancy provides an opportunity to support a major migration governance initiative by developing high-quality communication products, stakeholder materials, reports, presentations, and digital resources that strengthen programme visibility and engagement.

The assignment is based in Copenhagen, Denmark, with most work expected to be conducted remotely. The consultancy contract is for up to 11 months, with an initial duration of 4 months.

About the CAPACITY Programme

The consultancy supports the CAPACITY Programme, which forms part of the Danish Migration Management Programme (2024–2029), funded by the Ministry of Foreign Affairs of Denmark and implemented by IOM.

The programme supports partner governments in strengthening:

  • Migration governance systems
  • Institutional capacity
  • Regional cooperation mechanisms
  • Safe and regular migration pathways
  • Rights-based return and sustainable reintegration approaches

The CAPACITY Programme operates across several countries, including:

  • Algeria
  • Lebanon
  • Morocco
  • Nigeria
  • Somalia
  • Syria

The consultant will help improve communication and reporting materials used for donor engagement, advocacy, internal awareness, and stakeholder communication.

Role Overview

Under the supervision of the CAPACITY Programme Manager and in coordination with IOM Denmark and participating country offices, the consultant will develop strategic communication and knowledge products.

The role requires the ability to transform complex programme information into clear, engaging, and audience-focused materials.

Key areas of work include:

  • Strategic presentations

Key Responsibilities and Deliverables

1. Strategic Presentation Products

The consultant will create professional presentation materials for external engagement.

Deliverables include:

  • High-level CAPACITY Programme presentation
  • Presentation package for donor representatives, government counterparts, and senior stakeholders
  • Supporting speaking notes and communication materials

2. Country-Level Communication Packages

The consultant will develop country-focused materials highlighting programme achievements and priorities.

Expected outputs include:

  • Syria country presentation package
  • Lebanon country presentation package
  • Adaptable presentation framework for wider CAPACITY programme use

3. Programme Reporting Products

The consultant will support the preparation of programme reporting materials, including:

  • CAPACITY Quarterly Flash Update covering July–September reporting period
  • Two-Year Programme Summary Report covering implementation from December 2024 to November 2026
  • Communication advice for programme anniversary information materials

The reports should communicate programme results clearly to different audiences, including donors and government partners.

4. Internal Communication Materials

The consultant will develop resources to improve awareness among IOM teams.

Deliverables include:

  • Internal CAPACITY programme presentation
  • Communication briefing package for IOM Denmark communication staff
  • Key messaging recommendations

5. External Programme Dashboard

The consultant will refine and finalize the CAPACITY external dashboard using the existing Power BI product and available programme information.

The dashboard should serve as an effective communication tool for:

  • Programme updates
  • Stakeholder engagement
  • Visibility activities
  • Information sharing

Required Qualifications and Experience

IOM is seeking consultants with strong experience in communications and international development environments.

Applicants should demonstrate:

  • Minimum five years of professional experience in strategic communications, knowledge management, programme reporting, donor reporting, public affairs, or related fields
  • Experience developing communication materials for international organizations, government institutions, or development agencies
  • Strong skills in preparing presentations, reports, briefing materials, and stakeholder communications
  • Ability to translate technical information into clear and accessible content
  • Experience working with humanitarian, migration, governance, or development programmes is an advantage
  • Familiarity with donor-funded projects and reporting requirements

Experience working with IOM, UN agencies, or international organizations will be considered an asset.

Required Skills

Successful candidates should have:

  • Excellent written communication skills
  • Strong graphic design and visual storytelling abilities
  • Ability to develop professional presentations
  • Knowledge management experience
  • Strong research and editing skills
  • Ability to work independently and meet deadlines

Fluency in English is required.

Knowledge of French and/or Arabic is desirable.
