IOM National Consultant Consultancy in Ethiopia: Gender-Responsive Institutional Assessment | Apply by 20 September 2026

The International Organization for Migration (IOM) is seeking a qualified National Consultant to conduct a gender-responsive legal and institutional assessment of the Ethiopian Immigration and Citizenship Service (ICS). This consultancy offers an opportunity for an experienced gender, governance, human resources, public policy, legal, migration, or institutional assessment professional to contribute to strengthening women’s participation and advancement within Ethiopia’s immigration and border management institutions.
The consultancy is based in Addis Ababa, Ethiopia, with possible travel to operational locations including Bole International Airport and Dire Dawa International Airport. Applications must be submitted by 20 September 2026 at 10:59 PM.
About the IOM Consultancy
The consultancy is part of a broader programme supporting stronger border management and regional cooperation in the East and Horn of Africa. The initiative focuses on addressing document fraud, migrant smuggling, trafficking in persons, and related forms of transnational organized crime while promoting gender equality, inclusion, and protection-sensitive approaches.
The consultant will assess how gender equality priorities are reflected in the legal, policy, human resource, and operational arrangements of the Ethiopian Immigration and Citizenship Service.
The assignment will examine areas such as women’s recruitment, retention, professional development, promotion, leadership opportunities, workplace conditions, and institutional practices. It will also identify challenges and opportunities and develop practical recommendations for improving women’s participation and career progression.
Key Responsibilities
The selected consultant will begin with a legal, policy, and institutional desk review. This will involve analysing relevant Ethiopian legislation, labour laws, gender equality policies, public-sector frameworks, and institutional policies affecting women’s participation within ICS.
The consultant will then conduct an institutional assessment and stakeholder consultations. These may include interviews and focus group discussions with leadership, human resources personnel, gender focal points, operational staff, and other relevant stakeholders.
Where appropriate, consultations may consider experiences from Bole and Dire Dawa international airports.
Another major responsibility will be preparing a consolidated assessment report. The report is expected to present the methodology, legal and policy findings, institutional and human resource findings, relevant operational observations, and evidence-based recommendations.
The consultant will also prepare materials for a validation workshop, including presentation slides, an executive briefing note, an agenda, and discussion questions.
In addition, the consultant will present the findings during a Women in Uniform Conference, where female officers and institutional representatives will discuss gender equality, professional experiences, institutional practices, and opportunities for strengthening women’s participation.
Qualifications and Experience
Applicants should have an advanced university degree in a relevant field such as Gender Studies, Gender and Development, Women’s Studies, Sociology, Social Sciences, Human Resource Management, Public Administration, Public Policy, Governance, Law, International Development, Political Science, Organizational Development, Migration Studies, Security Studies, Criminology, Criminal Justice, or International Relations.
Candidates with a master’s degree or higher should have at least seven years of relevant professional experience.
Alternatively, applicants with a bachelor’s degree in a relevant discipline may qualify with at least 10 years of relevant professional experience.
The consultancy requires demonstrated experience in gender analysis, gender mainstreaming, institutional assessments, organizational development, or related areas. Experience assessing government institutions, public-sector entities, security-sector organizations, or workforce systems will be valuable.
Candidates should also have strong qualitative research, stakeholder consultation, report writing, presentation, facilitation, and analytical skills.
Knowledge of Ethiopian legal and policy frameworks relating to gender equality, labour rights, public service management, and women’s empowerment is particularly important.
