About INTERSOS

INTERSOS is a non-profit humanitarian organization working to assist people affected by natural disasters and armed conflict. Its work is grounded in principles including solidarity, justice, human dignity, equality of rights and opportunities, respect for diversity, peaceful coexistence, and attention to vulnerable populations.

As Chief of Mission, the successful candidate will represent INTERSOS at country level and act on behalf of the organization’s leadership. The role carries broad responsibility for strategy, programme delivery, resource management, staff leadership, representation, security, and organizational accountability.

Strategic Leadership and Country Planning

A central responsibility of the Chief of Mission will be to understand the political, humanitarian, and operational context of the assigned country and surrounding region.

The role involves monitoring developments, maintaining relationships with relevant stakeholders, and conducting exploratory missions where necessary to identify potential areas of humanitarian intervention.

Based on this analysis, the Chief of Mission will help develop and implement an appropriate country strategy aligned with INTERSOS’s values and humanitarian principles.

The position will also involve identifying funding opportunities and supporting fundraising activities with institutional and private donors. The successful candidate will monitor donor priorities and ensure that programmes comply with both INTERSOS procedures and donor requirements.

The Chief of Mission will oversee the development and implementation of country programmes, including conducting regular field visits to assess programme quality, progress, impact, and compliance with internal and external standards.

Representation and Advocacy

The Chief of Mission will serve as a key representative of INTERSOS in the country.

This includes maintaining constructive relationships with government authorities, donors, humanitarian organizations, and other relevant stakeholders.

The role requires ensuring that INTERSOS maintains its humanitarian principles of impartiality and independence while establishing effective working relationships with national authorities.

The Chief of Mission will also communicate assessed humanitarian needs to donors and participate in relevant coordination forums and external meetings.

Strong diplomatic, negotiation, networking, and communication skills will therefore be essential.

Team Leadership and Staff Management

Leading a high-performing team will be another major component of the position.

The Chief of Mission will ensure that the senior management team works collaboratively and participates effectively in important organizational decisions.

Working alongside the HR Coordinator, the Chief of Mission will support performance management for both international and national staff.

The successful candidate will also promote INTERSOS’s values, ethical standards, code of conduct, and organizational procedures.

Creating a productive and respectful working environment will be an important leadership responsibility. The Chief of Mission will be expected to empower staff, encourage teamwork, and ensure that employees have the support needed to achieve organizational objectives.

Finance, Logistics and Programme Quality

The position carries significant responsibility for the overall management of the mission’s resources.

Working with the Finance Coordinator, the Chief of Mission will oversee the mission’s financial management and promote responsible, transparent, and sustainable use of funds.

The role will also work with logistics and procurement teams to ensure that appropriate systems and services are available to support humanitarian operations.

Programme quality and accountability are equally important. The Chief of Mission will work with programme and MEAL teams to assess the impact of interventions, monitor progress, and ensure that programmes meet established objectives and indicators.

The role will also oversee programme reporting and ensure compliance with organizational policies, donor regulations, and national requirements.

Security and Risk Management

Because INTERSOS operates in complex humanitarian environments, security leadership is a critical element of this position.

The Chief of Mission will have final responsibility for security decisions within the country mission.

Responsibilities include developing and validating the country security plan, monitoring changes in the operational environment, analyzing risks, and ensuring that staff follow relevant security procedures.

The Chief of Mission will work closely with the regional office and security advisers to manage security issues and make informed decisions.

Previous experience working in insecure environments with responsibility for security planning and management is therefore an essential qualification.

The position requires at least eight years of leadership experience in humanitarian contexts.

Candidates should also demonstrate experience working with NGOs in developing countries and managing significant grants and international donors.
