Senior Emergency Response Manager – Egypt: Role Overview

Plan International is recruiting a Senior Emergency Response Manager to guide and strengthen its humanitarian portfolio in Egypt. As an independent development and humanitarian organization, Plan International advances children’s rights and promotes equality for girls.

Purpose of the Position

The Senior Emergency Response Manager will provide strategic, operational, and tactical leadership for Plan International Egypt’s humanitarian and emergency response programs. The role oversees the delivery of protection services, basic assistance, non-food items (NFIs), cash-based interventions, and logistics operations related to the Egypt Humanitarian Corridor and in-country response efforts.

A central component of the position involves coordination with key actors including the Egyptian Red Crescent, National Alliance members, UN agencies, the Logistics Cluster, and the 2720 Framework to ensure efficient cross-border movement of humanitarian goods and personnel.

Key Responsibilities

The position carries significant responsibility for ensuring high-quality, compliant, and timely humanitarian programming. Core duties include:

  • Providing strategic leadership, direction, and quality assurance across all emergency response projects
  • Leading national and cross-border logistics operations to support evacuees and refugees
  • Overseeing program implementation to ensure alignment with Plan International’s humanitarian standards
  • Managing multi-donor financial portfolios, including budget monitoring, re-phasing, and review of monthly financial reports
  • Coordinating with internal departments such as Monitoring and Evaluation, Operations, Security, Finance, and Grants to ensure strong implementation and donor compliance
  • Representing Plan International in high-level humanitarian coordination forums, including the Logistics Cluster, National Alliance Mechanism, and 2720 Coordination Framework
  • Providing operational leadership in rapidly evolving environments while maintaining a strategic and solutions-oriented approach

Candidate Profile

The ideal candidate will demonstrate extensive experience in humanitarian response and strong leadership capacity in complex emergency settings. The role requires:

  • Substantial experience in senior humanitarian leadership roles
  • A master’s degree or equivalent experience in humanitarian affairs, international development, social sciences, or a related field
  • Proven ability to manage multi-donor grants and large-scale budgets in line with donor requirements such as ECHO, BHA, DEC, FCDO, OCHA, UNHCR, UNICEF, and WFP
  • Strong representation skills and experience establishing partnerships with government, UN bodies, and civil society organizations
  • Deep familiarity with humanitarian principles, Sphere standards, and Core Humanitarian Standards
  • Fluency in English, with Arabic highly desirable
  • Expertise in humanitarian logistics coordination, including experience with the Logistics Cluster and 2720 mechanism
  • Ability to lead teams under pressure with clarity, composure, and strategic direction

The role is based in Cairo with travel requirements of up to 30 percent. It is a fixed-term position running until June 2026 and reports directly to the Country Director. Relocation support is available for successful international applicants.
