People in Need (PIN) is inviting qualified suppliers and technology providers to express their interest in supporting the development and delivery of community-based Flood Early Warning Systems (EWS). The opportunity is aimed at companies with proven expertise in water-level monitoring, environmental monitoring, Internet of Things (IoT) technologies and disaster-risk reduction solutions.

About People in Need
People in Need is an international non-governmental organisation implementing community-based Early Warning Systems in several countries. Its current operations include Armenia, Cambodia, Ethiopia, Laos, Myanmar, Nepal, the Philippines and Zambia, with potential expansion into other countries.
Through this EoI, PIN is looking to identify capable suppliers that can provide reliable technologies and technical services for monitoring water levels and communicating flood warnings to communities.
The initiative highlights the growing importance of technology in disaster preparedness. Effective early warning systems can help communities receive timely information about hazards, allowing people and local authorities to take protective action before disasters escalate.
What Is PIN Looking For?
PIN is seeking suppliers that can provide one or more of a broad range of hardware, software and technical services.

- Water-level monitoring sensors and communication equipment for real-time hydrological data transmission.
- Early Warning System hardware and software solutions.
- IoT-based monitoring technologies.
- System integration and technical support.
- Local manufacturing, assembly, maintenance and repair services.
- Design, production and supply of water-level monitoring and warning dissemination devices.
- Software and firmware development and integration.
- Troubleshooting and technical support.
- Technical documentation and 3D designs.
- Support for local manufacturing and maintenance.
The selected suppliers may therefore include technology companies, IoT solution providers, environmental monitoring specialists, engineering firms and manufacturers with relevant experience.
Indicative Pricing Requirements
As part of the Expression of Interest, PIN is seeking indicative unit prices for two key items:
- Water Level Monitoring Sensor – 1 unit
- Warning Dissemination Device – 1 unit
For planning purposes, PIN expects proposed unit prices for these items to not exceed USD 1,900 per unit, including applicable taxes.
Suppliers should carefully consider the requested technical specifications and the total costs associated with providing their proposed solutions.
Preference will be given to suppliers that can demonstrate the capacity to arrange international shipment and delivery of equipment and spare parts to PIN’s project countries and other future countries of implementation.
Four-Year Framework Agreement
The opportunity will be established through a four-year framework agreement with fixed prices.
Importantly, the framework agreement does not guarantee suppliers a minimum or maximum contract value. Instead, PIN will procure goods and services on an as-needed basis through individual purchase orders issued during the agreement period.
The value of each purchase order will depend on the supplier’s contracted rates and the specific goods or services required.
Prices should account for relevant costs associated with:
- Design
- Production
- Delivery
- Technical support
- Maintenance
- Other services specified in individual purchase orders
Applicable taxes, duties and withholding requirements will be handled according to the regulations of the country where services are delivered or goods are supplied.
International Delivery and Technical Support
Because PIN operates across multiple regions, international logistics capacity is an important consideration for potential suppliers.
Suppliers should be capable of delivering equipment, spare parts and technical services to PIN country offices and project locations, including locations in Cambodia, the Philippines, Laos, Nepal, Armenia, Myanmar, Ethiopia and Zambia.
Experience working in remote, rural or resource-constrained environments will also be valuable. Early warning equipment often needs to function reliably in locations where access to infrastructure, electricity, telecommunications and technical services may be limited.
Suppliers should therefore be able to demonstrate not only the quality of their technology but also their ability to provide ongoing technical assistance, maintenance and repairs.

The EoI is open to suppliers based in any country, provided they can effectively support PIN’s operations in the designated regions.
Applicants should demonstrate relevant experience in areas such as:
- Water-level monitoring

Interested suppliers must submit several documents as part of their Expression of Interest.

- A company registration certificate or equivalent proof of legal registration.
- At least two references for similar projects completed within the last five years.
- A signed Sworn Eligibility Statement.
- Contact details for the company’s designated focal point.
Relevant references may include previous work involving water-level monitoring, IoT solutions, environmental monitoring, early warning systems or comparable technologies.
Suppliers should ensure that their references clearly demonstrate their technical capabilities and experience delivering similar solutions.
