Pathfinder International Seeks Travel Services Provider in New Global RFP|Apply before 8 Sept 2026

Pathfinder International has announced a new Request for Proposals (RFP) for qualified travel service providers to support its global travel operations. The organization is seeking an experienced company or agency capable of providing comprehensive domestic and international travel management services across multiple countries and time zones.
The RFP was posted on August 14, 2026, and the deadline for submitting proposals is September 8, 2026, at 5:00 p.m. Washington, D.C. time.

Scope of the Travel Services Contract
Pathfinder is seeking a highly collaborative and experienced travel services provider capable of managing a wide range of travel requirements.
The selected provider will be expected to arrange domestic and international airline and railway tickets at favorable rates while ensuring that travelers meet required arrival and departure times.
The provider will also need to manage Pathfinder’s travel charge-code requirements, including requesting the appropriate codes before bookings are made and providing reports showing reservations and assigned charge codes.
Other responsibilities include maintaining information on locations that Pathfinder does not approve for transit and arranging hotel accommodation when requested.
Providers that can offer competitive corporate hotel rates may also propose these services as an additional option.
International Travel Risk and Technology Integration
Technology and traveler safety are key components of this RFP.
The successful provider must demonstrate the ability to integrate with International SOS Travel Ready and Travel Tracker, including forwarding Passenger Name Records (PNRs) for live travel tracking and pre-travel briefing documentation.
Pathfinder also asks applicants to indicate whether they have previous experience integrating with Healix, Everest and Berkley.
The provider must additionally be capable of integrating with UKG and supporting travel approval, tracking, billing and reporting requirements.
For higher-risk destinations, the provider must maintain an additional authorization process for travel to or through countries designated as High or Extreme Risk under the International SOS rating system.
Customer Service and Global Support
Pathfinder is looking for a provider capable of supporting travelers across multiple time zones.
Applicants should explain their expected response times for phone calls and emails, their availability of backup travel agents during busy periods and their ability to provide VIP or priority services where required.
Support must also be available during holidays, weekends and other nontraditional working hours.
The successful provider should demonstrate the ability to communicate with travelers through several channels, including telephone, email, WhatsApp and other suitable communication platforms.
Clear policies for handling customer complaints and resolving travel-related issues should also be included in the proposal.
Data Security and Travel Management Systems
Because the travel provider will handle personal and organizational information, bidders must demonstrate secure systems for storing personally identifiable information (PII).
Applicants should describe their travel management systems, backend infrastructure and automation technology, including tools used for travel approval, quality control and automatic ticketing.
Proposals should also explain available management reports and technology supporting billing, tracking and reporting.
Experience with nonprofit and humanitarian fares will be an important consideration, as will any special agreements with hotels or car rental companies.
Proposal Requirements
Interested companies or individuals must submit two electronically sealed proposals: one technical proposal and one cost proposal.
The technical proposal should include:
- Company or individual profile
- Company values, mission and customer service approach
- Travel technology and automation systems
- Relevant past performance
- Experience supporting international NGOs or businesses
- Customer service and after-hours support arrangements
- Technical approach
- International SOS integration capabilities
- Data security measures
- Hotel and car rental arrangements
- Compliance with Pathfinder’s travel policies
- Two client references
- Relationship disclosure and mitigation plan
- Key personnel and their qualifications
Applicants must include resumes for proposed key personnel, with each resume limited to a maximum of two pages.
How Proposals Will Be Evaluated
Pathfinder will use a two-stage selection process and will focus on best value for money rather than simply selecting the lowest-cost proposal.
The technical evaluation will account for 100 points, distributed as follows:
- Past Performance – 25 points
- Customer Service – 25 points
- Technical Approach – 40 points
- References – 5 points
- Key Personnel – 5 points
Proposals must achieve an average technical score of at least 70 points to proceed to the cost evaluation stage.
The final evaluation will give the technical proposal a 70% weighting and the cost proposal a 30% weighting.
Pathfinder may also invite shortlisted bidders to interviews, platform presentations or demonstrations before making a final decision.
